Description
This notice is being posted in accordance with Federal Acquisition Regulation (FAR), Part 5.2. This announcement constitutes only the pre-solicitation notice. This is not a request for proposal. The Air Force Test Center (AFTC) anticipates a release of the solicitation for the Simplified Acquisition of Base Engineering Requirements (SABER) contract supporting Edwards Air Force Base (EAFB), CA, Air Force Plant 42 located in Palmdale, CA, and the Air Force Research Laboratory (AFRL) site at EAFB. This acquisition anticipates a five (5) year firm fixed-price (FFP), Indefinite Delivery Indefinite Quantity contract (IDIQ). The Government intends to issue a single solicitation and make a single award. The guaranteed amount for the total contract is anticipated to be $10,000 and the maximum contract amount is $45,000,000 or $49,500,000 (if 6-month option extension per FAR 52.217-8 is exercised). Individual task orders to be issued against the contract are estimated to be between $2,000 and $750,000 and will vary in size and complexity. The SABER contract is primarily responsible for the maintenance, repair, renovation/alteration, and minor construction of real property. It contains a scope of a broad range of construction disciplines, to include but not limited to: roofing, paving, utilities, HVAC, design, carpentry, excavating, electrical, steam fitting, plumbing, sheet metal, painting, demolition, concrete masonry, and welding. The awardee will be required to furnish all labor (including supervision), materials, supplies, equipment, transportation, engineering and/or technical design and personnel necessary to manage and accomplish projects as described in each individual task orders and in accordance with applicable federal, state and local safety and environmental regulations. This acquisition will be a competitive procurement set aside for the Small Business Administration (SBA) 8(a) Program. The applicable geographic region is limited to contractors with a bona fide office in the state of California. The North American Industry Classification System (NAICS) code for this effort is 236220 entitled Commercial and Institutional Building Construction, with a size standard of $33,500,000. Performance and payment bonds will be required per individual task orders in accordance with the FAR Part 28. The source selection will be conducted utilizing the Performance Price Tradeoff (PPT) technique in accordance with FAR 15.3 and Air Force Federal Acquisition Regulation Supplement (AFFARS) 5315.3. A formal solicitation to include: SABER Statement of Work (SOW) and Specification; Demonstration Project; and Seed Project will follow on or about the week of 7 April 2014. The anticipated solicitation number will be FA9301-14-R-0011. A site visit will be held for this acquisition. The site visit information will be included in the solicitation section L of the Request for Proposal. The solicitation will be posted for 30 days. Contract award is estimated to take place on or about August 2014. No proposal preparation cost will be provided nor reimbursed by the Government. Paper copies of the solicitation or associated documents will not be made available. Solicitation documents will be made available only through www.fbo.gov in accordance with FAR 5.204. No email or faxed proposals will be accepted. It is the offeror's responsibility to visit the website periodically for any changes or updates to the solicitation. All prospective offerors must be actively registered in the System for Award Management (SAM) in order to be eligible for award (https://www.sam.gov/). This notice does not obligate the Government to award a contract nor does it obligate the Government to pay and/or reimburse respondents and/or their associates for any cost incurred to submit the requested information and/or proposal. Responses to this notice and/or the Request for Proposal will not be returned.
