- ATTENSION: THIS IS A MODIFIED SOURCES SOUGHT ANNOUNCEMENT ONLY - The Solicitation is not available at this time. This notice does not constitute a commitment by the Government. The U.S. Army Corps of Engineers, Fort Worth District, Galveston Execution Branch has a future requirement for a Border Patrol Checkpoint, to be located in Brooks County, Texas (14 miles South, Falfurrias, TX). This project is construction of a new 4 lane commercial and 4 lane non-commercial Border Patrol Checkpoint over an approximate 1.4 mile site located on Highway 281. Construction will also include 8 lane primary canopy, 16 secondary inspection lanes with canopy, vehicle lift inspection area, deceleration and acceleration lanes, commercial x-ray area, Government parking, impound lot, administration facility with sallyport (processing, holding area, restrooms, office spaces, security room, data/ phone room), secondary facility with loading dock (evidence storage, restrooms, office spaces, communications room), antenna tower, fueling system (15000 gallon tank), kennel facility, water well (potable, fire protection), and septic system. Furniture and equipment will be provided for all areas as required by the design. Appropriate signage and lighting will be provided in accordance to Texas Department of Transportation and design requirements. Border Patrol security and communications standards will be utilized throughout site layout to include local and remote cameras, network video recorders (NVR), secure access readers (U.S. Government Personnel Identification Verification card readers), radio communication equipment, and data/telephone equipment. Current site falls in the existing checkpoint foot print and construction shall be phased to demo existing checkpoint and bring new checkpoint on line without any operational downtime; management coordination is critical throughout the contract. The contractor must understand Homeland Security Presidential Directive 12 (HSPD-12) card access requirements as it pertains to physical access control systems. Also, the contractor must understand the permitting process for antenna towers, fueling systems, water wells, and deceleration/ acceleration lanes. In your Sources Sought response provide your responses to the below requirements. 1)Contractor must have a clear understanding of checkpoint operations as related to inspection, security, and detention with projects of similar type and magnitude. 2)Contractor must demonstrate competency in procuring and coordinating detention grade hardware installation in accordance with U.S. Department of Homeland Security or Federal Bureau of Prisons requirements. 3)Contractor must demonstrate a clear understanding and ability to coordinate among multiple local, state, federal agencies similar to U.S. Department of Homeland Security and Customs & Border Protection with prior projects of similar magnitude and scope. Coordination and management experience shall include, but not limited to, partnering meetings, construction scheduling, and warranty follow-up. 4)Contractor must demonstrate with previous project experience, an understanding of Federal and State traffic safety requirements for continuous traffic operations during construction and ability to manage project phasing without any interruption in operations. 5)Contractor must demonstrate certification experience with Leadership in Energy & Environmental Design (LEED) on similar type projects. 6)Assigned Project Manager and Superintendent must have a minimum 2 years of experience with projects of similar type or size. 7) The Contractor must show proof of $25 million dollars bonding capability, along with the other above requirements, in responding to this Sources Sought. The contract will be Firm-Fixed Price. The North American Industry Classification System (NAICS) Code is 236220 (Size Standard: $33.5 million). There will be a required Site visit during the Solicitation phase that the contractors will be required to attend. The Government contemplates awarding of a contract with firm-fixed unit prices resulting from the future solicitation. The contract work to be performed, resulting from the upcoming Solicitation shall not exceed 500 days after the Contractor begins the work (by approval of a Government Notice To Proceed(NTP)), which includes all work to make the new Border Patrol Checkpoint fully operational. A Government solicitation document to provide these services is being developed. Market research is being conducted to determine interest and capability of potential small business sources for this requirement. All information submitted in response to this announcement is voluntary and the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government. The purpose of this sources sought announcement is to gain knowledge of interested, capable and qualified businesses. If you can meet the above requirements please respond to this sources sought announcement by mail to the attention USAED, Galveston-Contracting Division, ATTN: Bertram Scott, 2000 Fort Point Road, Galveston, TX 77550 or by E-Mail to Bertram.R.Scott@usace.army.mil. To make an appropriate acquisition determination method for the above upcoming solicitation/contract, the Government will use responses to this sources sought announcement, to determine the method (small business, 8(a), large business, unrestricted, etc.) best for the Government. The order of magnitude for this effort is estimated between $20,000,000.00 to $25,000,000.00, including possible options. A small business must perform at least 15 percent of the above project with its own equipment or equipment owned by another small business concern. The contractor will be required to provide Performance and Payment Bonds within five (5) calendar days after award. The contractor shall Begin work within ten(10) calendar days after acknowledgement of the NTP. If the Contractor fails to complete the work within the time specified, the contractor shall pay liquidated damages to the Government, per day until the work is completed or accepted. The liquidated damage amount will be stated in the Solicitation. Your submission relevant to the above Border Patrol Checkpoint shall include the following additional information: 1. Cage Code and DUNS number, 2. Name of firm with address, phone, fax, e-mail address and point of contact, 3. State what type of Small Business company you are: i.e. SBA Certified 8(a) firm, Woman Owned, Hub-Zone, etc. 4. Please indicate whether your firm would submit a bid for this project, upon Solicitation release. 5. Qualification: Responses to this Sources Sought announcement shall indicate specialized experience and technical competence. The evaluation will consider overall experience. 6. Submission Requirements: Firms submitting responses shall provide information on the most recent (last five(5) years), up to five(5) like or similar projects that show you can meet the above requirements. Provide a contract number, project location, description of work requirements, contact and phone number for each effort. Proof of Small Business Administration (SBA) registration 8(a) and Hub-zone Small Business shall be provided with this response.
