Description
The NAVSUP Fleet Logistics Center Norfolk, Contracting Department Philadelphia Office intends to procure services on behalf of the United States Naval Academy (USNA) to support the Powered Flight Program (PFP) 2014. The primary objective of the PFP is to provide UNSA Midshipmen a professional training opportunity that closely mimics the rigors of Naval Primary Flight Training in order to aide Midshipmen and the Senior Aviator in aviation service selection and career development. A secondary objective of PFP is to maximize the number of students who safely solo within this flight-school-like environment. The program consists of three (3) training blocks of approximately four weeks each during the summer beginning May 27, 2014. Daily flight operations shall provide flight training for up to 320 students over the three-block program with students not evenly distributed among the three blocks. The aircraft and operations shall be based at an airfield (home airfield) no further than 40 statute mile radius from the USNA. Facilities and Resources should accommodate up to 120 students per 4 week training block. Each student shall receive the basic flight training required to prepare them for their first solo flight as a student pilot according to the syllabus approved by the USNA Senior Aviator (PFP Syllabus) and maintained/updated by the Government Chief CFI. The syllabus complies with applicable Combined Federal Regulations, and is designed to provide an average of 10.5 pre-solo flight hours per student, culminating in a student first-solo of 0.5 hours in duration. The placement of a firm fixed price contract in accordance with FAR 13.5, Test Program Procedures for Certain Commercial Items, is anticipated. The Period of Performance is from 27 May 2014 through 31 October 2014. This requirement will be competed on a 100% small business set-aside basis. The applicable North American Industry Classification System (NAICS) Code and small business size standard are 611512 and $25.5M, respectively. A hard copy of the solicitation WILL NOT be made available. All responsible sources may submit a quote which shall be considered by the NAVSUP FLC Norfolk Philadelphia Office. Quoters shall be required to submit both price and non-price. Quoters must be registered in the System for Award Management (SAM) database to be considered for award. See www.sam.gov for further information and instructions. There is no fee associated with registering your company in SAM. Interested parties are responsible for monitoring this website for posting of the solicitation and any amendments to the solicitation that may be released. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Request For Quote (RFQ) number is N00189-14-Q-Z029. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-0072 and Department of Defense Federal Acquisition Regulation Supplement (DFARS) Change Notice 20140311. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The NAICS code is 611512 and the Small Business Standard is $25.5M. The full Performance Work Statement (PWS), Contract Administration Plan (CAP), and Quality Assurance Surveillance Program (QASP) are available as Attachment I. The draft PFP 2014 Syllabus is available as Attachment II. Changes to the draft Syllabus are not anticipated. The Schedule of Services is Attachment III. The following FAR provisions and clauses are applicable to this procurement: 52.212-1, Instructions to Offerors--Commercial Items; 52.212-3 and its ALT I, Offeror Representations and Certifications--Commercial Items; 52.212-4, Contract Terms and Conditions--Commercial Items; 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items. Quoters shall include a completed copy of 52.212-3 and its ALT I with quotes. All clauses shall be incorporated by reference in the order. Additional contract terms and conditions applicable to this procurement are: DFARS 252.204-7004, ALT A, System for Award Management; DFARS 252.212-7000, Offeror Representations and Certifications--Commercial Items; 252.232-7003, Electronic Submission of Payment Request and Receiving Reports; 252.232-7006, Wide Area workflow Payment Instructions; 252.209-7994 REPRESENTATION BY CORPORATIONS REGARDING AN UNPAID DELINQUENT TAX LIABILITY OR A FELONY CONVICTION UNDER ANY FEDERAL LAW FISCAL YEAR 2014 APPROPRIATIONS (DEVIATION 2014-O0004) (OCTOBER 2013); NMCARS 5237.102-90 Enterprise-wide Contractor Manpower Reporting Application (ECMRA). Provision 52.212-2, Evaluation Commercial Items, is included as follows: (a) The Government will award a contract resulting from this solicitation to the responsible quoter whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following non-price factors shall be used to evaluate offers: Performance Approach and Past Performance, both of which are of equal importance. Performance Approach: -The quoter shall provide in detail a performance approach that will successfully accomplish the requirements of the solicitation, including the PWS. The quoter should describe any risks associated with the solicitation, including the PWS and any risks associated with implementation of the quoter s performance approach; describe any techniques and actions to mitigate such risks; and explain whether the techniques and actions identified for risk mitigation have been successfully used by the quoter. The quoter should provide any other information the offeror considers relevant to the solicitation. Past Performance: -The quoter shall demonstrate relevant past performance or affirmatively state that it possesses no relevant past performance. Relevant past performance is performance under contracts or efforts within the past five years that is the same as or similar to, the scope, magnitude, and complexity of the work described by this RFQ. -To demonstrate its past performance, the quoter shall identify up to 2 of its most relevant contracts or efforts within the past five (5) years, and provide any other information the quoter considers relevant to the requirements of the RFQ. Quoters should provide a detailed explanation demonstrating the relevance of the contracts or efforts to the requirements of the RFQ. -If subcontractor past performance is provided as part of the 2 of its most relevant contracts or efforts, the subcontractor past performance will be given weight relative to the scope, magnitude and complexity of the aspects of the work under the RFQ that the subcontractor is proposed to perform. Therefore, the quoters quote should detail clearly the aspects of the work in the RFQ that the subcontractor is proposed to perform. -The references will be evaluated in the aggregate in order to allow quoters who may not have the entire scope, magnitude, and complexity of the requirement under one individual contract to still be considered acceptable if past performance with the full scope, magnitude, and complexity of the requirement can be demonstrated within the allotted number of references as described above. -The quoter should complete a Past Performance Information Form for each reference submitted. The form is Attachment IV. For additional information regarding a particular reference beyond that which will fit on the form, the quoter may continue onto another sheet of paper. Non-price factors, when combined, are more important than price. The Non-Price Quote is limited to a maximum of 15 pages in length inclusive of any charts, diagrams, and/or other graphics. Quotes are due by 5:00 PM, Eastern Time on 17 April 2014 and will be accepted via e-mail.
