Description

This is a pre-solicitation announcement for Request for Proposal (RFP) VA786-14-R-0154 for Raise and Realignment Services at Fort Sam Houston National Cemetery. The Department of Veterans Affairs, National Cemetery Administration (NCA) located at 155 Van Gordon Street, Lakewood Colorado is soliciting offers from experienced and qualified Service Disabled Veteran Owned Small Business (SDVOSB) Concerns capable of providing all plant, labor, tools, parts, equipment, transportation, supervision, and incidentals needed to perform Raise and Realignment Services at Fort Sam Houston National Cemetery located at 1520 Harry Wurzbach Road, San Antonio, TX 78209. Correspondence or questions regarding this announcement shall be directed to the Department of Veterans Affairs, National Contracting Activity, Mr. Derek C. Reed, 155 Van Gordon Street, Lakewood, Colorado 80228. The statement of work consists of having a single contractor install concrete grade beam headstone support systems; remove conflicting underground irrigation lateral lines and sprinkler heads, and reinstall a new, fully functional irrigation system; raise, realign, lower, level, and backfill upright headstones onto new grade beam support system; clean various upright marble headstones; and level topsoil surfaces and renovate designated sections of turf throughout the cemetery.. All work shall be done in strict accordance with the contract specifications and drawings. The estimated magnitude of construction range is between $1M and $5M, and a bid guarantee, payment and performance bond are all required. This is a best value type RFP and the Government reserves the right to make contract award to other than the lowest priced offeror and the RFP will be issued in accordance with FAR Part 15. The evaluation criteria and their relative order of importance will be included in the solicitation as follows: The Government intends to award a single contract under this solicitation to the offeror whose offer is determined responsive to the RFP requirements, is determined responsible in accordance with FAR Part 9, and whose offer represents the best value to the Government given the evaluation criteria and relative order of importance of the criteria as specified in the solicitation. The evaluation criterion includes Past Performance, Program Management, Staffing, Scheduling, and Price. The relative order of importance of the evaluation criteria is as follows: Past performance will be the most important factor and will be somewhat more important than the remaining non-price factors of program management, staffing, and scheduling which are all of equal importance. Non-price factors when combined are significantly more important than price (cost). The Government will evaluate all offerors received against the evaluation criteria. Past performance will be evaluated based on each offeror's past performance record of recent and relevant work efforts in comparison to the solicitation requirements. A past performance confidence assessment rating will be assigned for each offeror. Offerors which lack any recent or relevant past performance will be assigned a neutral rating. Each offeror proposed program management approach, staffing and project schedule will be evaluated and assigned an adjective rating based on strengths, weaknesses and deficiencies identified within the proposal. Price will be evaluated for completeness, reasonableness, and realism. The definitions for past performance confidence assessment ratings, technical adjectival ratings, and price will be disclosed in the solicitation. This requirement is set-aside 100% for Service Disabled Veteran Owned Small Business Concerns and only qualified and eligible SDVOSB concerns will be considered for possible contract award. NAICS Code 236220 is applicable to this acquisition with a Small Business Size Standard of $33.5M. Solicitation documents will be available electronically on or about April 21, 2014, at www.fbo.gov. NO HARD COPIES OF THE SOLICITATION WILL BE ISSUED. Information regarding an organized site visit and pre-proposal conference will be listed in the solicitation documents. Offers are highly encouraged to attend the one and only organized site visit. NO OTHER SITE VISITS WILL BE HELD. Upon review of the solicitation documents prospective offerors are encouraged to provide questions or comments in writing to the Contracting Officer. The deadline for receipt of questions will also be listed in the solicitation documents.
