Description

Justification For An Exception To Fair Opportunity This notice is being posted in accordance with FAR part 16.505(b)(2)(ii)(D). A Firm Fixed price Task Order was awarded in accordance with FAR Part 16.505(b)(2)(i)(A), Exception to the Fair Opportunity (EFO) process. The task order was awarded under OPM's Training and Management Assistance Indefinite Quantity Indefinite (IDIQ) Delivery contracts. The task order was awarded to the Center For Organizational Excellence, Inc., contract OPM1912C0046. Task Order O0004 was issued on March 22, 2014. The award amount of the initial task order was $814,790. The EFO is necessary because the OPM customer agency's need for the supplies or services is so urgent that providing a fair opportunity would result in unacceptable delays. A request for task order proposal has been issued providing all TMA IDIQ contract awardees a fair opportunity to compete for these same services for a longer term.
