- Sole Source Justification and Approval (J&A) This award derives from the Proposed Contract Action (FA8751-14-R-0016). Award was made under FAR Part 15 Contracting by Negotiation and Other Than Full and Open Competition (FAR 6.302-1) authority. A redacted Justification and Approval (J&A) document is attached to this notice. AFRL requires the purchase of a software toolset to bridge their communications with current data-link software technology. The software package needs to bridge incompatible operational waveforms LINK-16 and Situational Awareness Data Link [SADL] and provide interoperability between different data formats to include LINK-16 J-Messages, Cursor on Target [COT], Keyhole Markup Language [KML], Key Length Value [KLV] while providing user friendly operation to tactical users. Required Capabilities: Host Platform J Link-16 radios Host SADL radios Enable J-Message text chat Provide interoperability and forwarding between datalinks Contain an easily transferrable SA Mode database Utilize an intuitive user interface Perform JREAPC client functions Provide the ability to connect directly to SA Mode radios Provide the ability to organize received data The government has determined no other company's software offers an all-in-one communications bridging solution, operable by the tactical user. Alternatives do not offer the intuitiveness of TRAX, and are not easily configured in the field; alternatives require in-depth knowledge of actual waveforms for configuration, which may be beyond the training of the end user, who simply requires communications interoperability.
