- The Tulsa District, U.S. Army Corps of Engineers has a requirement for herbicide application, mechanical clearing of vegetation, and debris removal from endangered interior least tern nesting habitat islands located within the Arkansas River between the City of Muskogee and Robert S. Kerr Reservoir in Oklahoma. The Request for Quotes (RFQ) will be issued on or about 10 April 2014. Interested offerors may view and/or download the RFQ and all Amendments ONLY from the Federal Business Opportunities (FBO) website at the following internet address: www.fbo.gov. It is the offeror's responsibility to monitor the FBO website (using the above link) for changes, announcements, or Amendments to the RFQ. The current anticipated quote due date is 29 April 2014. The specific due date, time, and location for quote submission will be identified in the RFQ. Unless specifically requested or authorized by Amendment, no corrections and/or changes to quotes will be allowed after the submission date and time. Work is expected to start on or about 5 May 2014. THIS ACQUISITION SHALL BE COMPETED AS A 100% SMALL BUSINESS SET-ASIDE. The applicable North American Industry Classification System (NAICS) code for this acquisition is 561730 with a Size Standard (as identified by the U.S. Small Business Administration) of $7,000,000. As a result of this solicitation, one Firm-Fixed-Priced, Indefinite Quantity Indefinite Delivery (IDIQ) contract will be awarded to the responsible offeror whose quote conforms to the requirements of the solicitation and whose pricing is the most advantageous to the Government. Selected contractor MUST be certified to apply herbicides in accordance with Environmental Protective Agency and state laws and regulations. The contract is for one base year with two option years, combined total not to exceed three years. OFFERORS ARE REMINDED TO CAREFULLY READ THE SCOPE OF WORK. Submit a FOIA request to obtain previous contract pricing, if needed. Use of Federal Business Opportunities (FBO) website requires prior registration in both the System for Award Management (SAM) and the Federal Business Opportunities databases.
