Description
DEPARTMENT OF VETERANS AFFAIRS - NETWORK CONTRACTING OFFICE 16 (NCO 16) Description: THIS IS A SOURCES SOUGHT NOTICE ONLY. The singular purpose of this notice is to obtain information on Veteran Owned Small Businesses (VOSB) or Service Disabled Veteran Owned Small Businesses (SDVOSB) interest, capabilities and qualifications to determine if a set-aside is appropriate. Proposals are NOT being requested or accepted at this time. The Department of Veterans Affairs, Network Contracting Office 16 (VISN 16) has a requirement for on-going facilities construction, maintenance, alterations and repair of buildings, structures and other real property, and minor construction relating to, but not limited to, civil, mechanical, plumbing, structural, electrical, heating, ventilation and air conditioning (HVAC) disciplines. The information obtained through this notice will be utilized exclusively as market research for acquisition planning purposes for the future solicitation of a Firm-Fixed Price (FFP) Multiple-Award Task Order Contract (MATOC). All work to be performed will be within North American Industry Classification System (NAICS) Code 236220, Commercial and Institutional Building construction, with a Small Business Size Standard of $33.5M. All contract work will be issued through individual FFP task orders awarded for corresponding projects. Each task order will be priced individually and will include its own wage determination. Task orders shall be competed amongst the Indefinite Delivery Indefinite Quantity (IDIQ) awardees. The term of the IDIQ Multi-Award Task Order Contract MATOC is anticipated to be a one year Base Period from date of award, with four (4) one (1) year options to extend. Each task order will have its own completion date established at time of award. In order to be eligible to respond as an SDVOSB or VOSB, a firm must be Center for Veterans Enterprise (CVE) registered in VetBiz. Registration may be accomplished at http://www.vip.vetbiz.gov. An active registration in CCR is also required. Registration is available at www.ccr.gov. Responses to this sources sought notice must contain the following information: (1) Company name and address, point of contact with phone number, and DUNS number; (2) Documentation that clearly demonstrates the firm's capability of performing multiple multi-trade construction projects (including references with current point of contact and phone number); (3) Proof of registration in the VA Vet Biz website and verification by VA CVE (CVE); (4) Company's Bonding Capacity (construction bonding level per contract and aggregate construction bonding level, both expressed in dollars) via letter from bonding company documentation; (5) Desired geographic area of consideration; and any other pertinent company documentation. Responses to this notice must be made via e-mail to wanda.thomas2@va.gov. Responses may be submitted as attachments, or contained in the body of the e-mail, and must be clearly marked "SOURCES SOUGHT RESPONSE - NCO 16 MATOC" in the subject line and document header. The deadline to respond is April 28, at 2:00 pm (CST). Responses received after the deadline, or without the required information will not be considered. As a reminder this is a Sources Sought announcement only, evaluation letters will be not be issued to any respondent, nor will the Government be required to pay for any costs incurred for responses submitted. Official Synopsis of the future MATOC solicitation will be posted electronically through FedBizOpps. Interested firms are encouraged to register via www.fbo.gov. to receive a copy of the formal solicitation when it is issued.
