Description
This is a sources sought announcement seeking only small business responses in order to determine available small business participation in this acquisition. This is not a request for quotation (RFQ) or a request for proposal (RFP). No reimbursement will be made for any costs associated with providing information in response to this announcement. This synopsis is issued for the sole purpose of conducting market research in accordance with Federal Acquisition Regulation (FAR) Part 10. This request for information shall not be considered as an obligation on the part of the Government to acquire any products or services. The designated North American Industry Classification System (NAICS) Code is 811111, General Automotive Repair, with a size standard of $7 Million. SECTION I PERFORMANCE WORK STATEMENT: The Maryland Army National Guard (MDARNG) is conducting market research based on the following statement of work. 1.1 Contractor shall provide all personnel, equipment, vehicles, tools, materials, supervision, and other items and services necessary and at the required frequency, unless otherwise stated in the PWS, to perform maintenance and repair of vehicles under 9000 lbs GVWR. 1.2 Maintenance and Repair: The contractor shall inspect, diagnose, and provide a written estimate to include labor cost and a parts list, and a timeframe for the work to be completed to the Government for all vehicles that require repair or service within three business days. The Government shall validate and approve the estimate before the service or repair is begun. Types of services include but are not limited to: a. Oil and Filter Change b. Transmission Fluid and Filter Replacement (Every 25,000 Miles or if Needed) c. Coolant Flush if Needed d. Lube Service e. Fuel Filter Replacement f. Air Filter Replacement g. PCV Valve Replacement h. (Diesel) Inspect Glow Plug System (Replace Components if Needed) i. (Gas) Inspect Ignition System, Spark Plugs, Wires, Cap, Rotor, Coil Packs (Replace Components if Needed) j. Inspect Belts (Replace if Needed) k. Inspect Hoses (Replace if Needed) l. Inspect Brakes (Replace if Needed) m. Inspect Tires (Replace if Needed) n. Inspect Lights (Replace Bulbs if Needed) o. Inspect Wiper Blades (Replace if Needed) p. Inspect Exhaust System (Replace if Needed) q. Inspect Transfer Case if Equipped (Add Fluid if Needed, Replace Seals if Needed) r. Inspect Differentials (Add Fluid if Needed, Replace Seals if Needed) s. Inspect All Glass & Mirrors (Repair or Replace if Needed) t. Inspect Steering and Suspension Components (Replace if Needed) u. Align Front End if Needed v. Service Wheel Bearings w. Report all Body Damage or Excessive Rust 1.3 Over and Above: The contractor shall provide a written estimate to include labor cost, a parts list, and a timeframe for the work to be completed to the Government for any major repairs or maintenance. Major repairs or maintenance include but are not limited to, engine repair/replace, transmission repair/replace, axle repair/replace, etc. The Government shall validate and approve the estimate before the service is begun. 1.4 IAW DoDI 3020.37 Continuation of Essential DOD Contractor Services during a Crisis, Continuation of Essential DoD Contractor Services during a crisis does not apply to this effort as determined by the FC/FD. SECTION II SERVICES SUMMARY: Provide Estimate: within 3 business days. Perform Repair or Maintenance: within 5 business days unless otherwise negotiated with the Government. SECTION III GOVERNMENT FURNISHED PROPERTY AND SERVICE 3.1 The government PMO shall deliver the vehicles to the contractor. SECTION IV GENERAL INFORMATION GENERAL 4.1 Contractor shall be liable for the well-being of all vehicles while they are in the possession of the contractor. PERSONNEL 4.2 Contract Manager. Contractor shall provide a contract manager who shall be responsible for the performance of the work. The contract manager or alternate shall be available to meet with the government as required during the hours of 0700-1600. 4.3 Quality Control. Within 30 calendar days after contract award, the contractor shall develop and provide to the Contracting Officer and QAP a Quality Control Plan. END OF PERFORMANCE WORK STATEMENT Responses submitted should include (1) name and address of firm, phone/fax numbers, email address and point of contact; (2) DUNS Number and/or CAGE Code, if available; (3) type of small business, e.g., woman-owned, service-disabled veteran owned, small disadvantaged, hub-zone, etc.; (4) firm's experience; and (5) firm's past performance with federal, state and local government agencies and/or commercial entities within the last three (3) years.
