The Veterans Integrated Service Network (VISN 5), in accordance with Public Law 109.461, intends to award a SDVOSB/VOSB firm fixed price IDIQ set-aside contract to provide delivery, pick-up, receiving, storage, set-up, assembly, installation, instruction, sanitization, repair and maintenance of VA owned Durable Medical Equipment (DME). Services will be provided in the VISN 5 VA Medical Center, Martinsburg, WV, area which includes the following geographical area /counties divided by zone numbers: Zone 1 WV: Berkeley, Jefferson, Morgan MD: Frederick, Washington PA: Adams, Franklin, Fulton Zone 2 WV: Grant, Hampshire, Hardy Mineral, Pendleton MD: Allegany, Garrett Zone 3 VA: Clarke,Faquier, Frederick, Loudoun Page, Rappahannock, Shenandoah, Warren Zone 4 MD: Prince Georges VA: Fairfax This notice serves as a market research tool to identify potential SDVOSB/ VOSB contractors to provide delivery services under the established NAICS Code 621610 Home Health Care Services. Contractors shall have applicable expertise in government acquisition and program management disciplines. This notice is for the purpose of identifying potential sources and does not commit the Government to make an award and/or issue a solicitation. If your company is interested and qualified, please provide the following information: Name and address of company; capability statement; business size; identify whether or not firm falls within any of the socioeconomic categories; GSA/FSS contract numbers; and any other pertinent information. Please limit submission to two (2) pages. All responses shall be submitted to: Vanessa Jacobs, via email to vanessa.jacobs@va.gov no later than 3:00 pm, April 15, 2014. Note: This notice is published in accordance with Federal Acquisition Part (FAR) Part 10, Market Research and FAR Part 15, Exchanges with Industry before Receipt of Proposal. This notice serves as a Request for Information (RFI) in support of market research and/or planning purposes only and does not constitute a solicitation. This notice is not a confirmation that the Government will contract for the items contained in the RFI, nor is any commitment on the part of the Government to award a contract implied. This notice does not constitute an Invitation to Bid, a Request for Proposal, or a Request for Quote. The Government shall not pay and/or reimburse respondents and/or associates for any costs incurred to submit the requested information. All information received in response to this RFI that is marked Proprietary will be handled accordingly. In accordance with FAR 15.201(c), response to this RFI is not offers and cannot be accepted by the Government to form a binding contract. The Period of Performance will be for a base plus four option years estimated from the date of contract award. This notice of intent is not a request for competitive proposals. It is not a solicitation or a request for offerors. No solicitation package is available at this time. A determination not to compete is solely within the discretion of the Government. Any response to this notice (VA245-12-Q-0183) must show clear and convincing evidence that competition would be advantageous to the Government. Responses must be received no later than 4:00 PM (EST) on 25th of April 2012. No telephone inquiries will be accepted.
