- The Federal Aviation Administration (FAA) has a requirement for the ADS-B OUT Service Bulletin upgrade installation. The FAA currently operates a Bombardier BD-700-1A11 (Global 5000) which has had Service Bulletin 700-1A11-31-014 (Batch 3) and Service Bulletin 700-1A11-31-028 (SBAS/LPV) installed. ADS-B OUT is a next generation surveillance technology which will be mandatory, starting December 07, 2017 for all IFR flights by European Aviation Safety Agency (EASA). It is currently a requirement in Australia, Hong Kong, and Singapore (Dec 13, 2013). ADS-B OUT will be mandatory in the US National Air Space (NAS) on January 1, 2020. To accommodate this forthcoming mandate, the Flight Program (ANG-E17), requires the ADS-B OUT Service Bulletin upgrade installation performed by an authorized Bombardier facility. Please provide a quote for this requirement based upon the attached SOW. The FAA will not pay for any information received or costs incurred for preparing responses to this announcement. Therefore, any costs associated with a response to the RFQ are solely at the interested vendor's expense. A tiered evaluation of offers will be used in source selection, and offers from other than small business concerns will only be considered after the determination that an insufficient number of offers from responsible small business concerns were received. The Contracting Officer (CO) will specify the tiered order of precedence for evaluating offers. An example of a tiered order of precedence (descending in order) is: (a) Socially and economically disadvantaged business (SEDB) expressly certified by the Small Business Administration (SBA) for participation in SBA's 8(a) program. (b) Service-disabled veteran owned small business (SDVOSB); (c) Very small business; (d) Small Business; and (e) Other than small business. Once offers are received, the CO will evaluate a single tier of offers according to the order of precedence specified above. If no award can be made at the first tier. The evaluation will proceed to the next lower tier until award can be made with ample competition. The principle North American Industry Classification System (NAICS) code anticipated for this effort is 488190, Other Support Activities for Air Transportation, with a small business size standard of $30M. Vendors must complete the attached Business Declaration Form and return with quote submittal. All potential vendors must be registered in the System for Award Management website (www.sam.gov) for consideration of this award.
