- This is a synopsis for a commercial acquisition using contracting by negotiation. (Reference FAR Parts 12 and 13). THIS IS A SYNOPSIS AS REQUIRED BY FAR PART 5.2 - THIS IS NOT A REQUEST FOR QUOTE/PROPOSAL. VENDORS SHOULD NOT SUBMIT FORMAL QUOTES/PROPOSALS UNTIL THE RFP IS POSTED TO THIS WEBSITE. This synopsis is not to be construed as a commitment by the Government nor will the Government pay for information solicited. The 409th CSB, RCO Stuttgart anticipates a requirement for Space and Naval Warfare (SPAWAR) Systems Center Atlantic - Stuttgart, Germany Office. SPAWAR Europe has an established warehouse facility at Stuttgart Army Air Field (SAAF) to support SPAWAR projects. This proposed contract will support non-personnel services to provide logistics warehouse support to include receiving, unloading and loading government material from/onto delivery trucks, receipt inspection of all shipments, storage and inventory control of all items in the Government warehouse, as well as processing equipment for disposal by car or van to Kaiserslautern, Germany. Performance will involve conducting business between 0800 - 1700 Monday thru Friday except German Holidays. The contractor must speak fluent German and English and be familiar with German customs processes; he must obtain and maintain a US Military drivers' license and must have a 1.5 ton fork lift license to perform services as defined in the Performance Work Statement (PWS). Period of performance for the basic year is contemplated for 19 May 2014 through 18 May 2015. Anticipated award date is 12 May 2014. Two one-year options may be awarded. In addition, the Government may further extend the performance period for up to six months under FAR 52.217-8. This is an unrestricted full and open competitive acquisition. The government intends to make a single award to the lowest priced, technically acceptable offeror. Solicitation No: W91WFU-14-T-0007 will be issued as a Request for Quote. The North American Industry Classification System (NAICS) code is 493110. All responsible sources may submit a proposal, which shall be considered by the agency. Potential offerors must be registered in the SAM at www.sam.gov Payment for this acquisition will be made through the Wide Area Workflow (WAWF) System. Contractors must be registered in WAWF to include German vendors, see internet site: https://wawf.eb.mil for registration. Information concerning this solicitation will be issued electronically and posted on or about 14 April 2014 at www.fbo.gov. Proposals may be submitted via hard copy, or e-mail. NO HARD COPIES OF THE SOLICITATION WILL BE ISSUED FOR ANY REASON.
