- The Army Contracting Command- New Jersey and TARDEC desire to include its industry, academic, non-profit, and not for profit partners in its research and development efforts to develop manned and unmanned ground vehicle technologies through the establishment of a Section 845 Prototype Other Transaction Agreement with a consortium. Government is seeking an established consortium with a collective expertise in the following technology areas related to prototype manned and unmanned ground vehicle technologies: Planning Initiatives: to include modeling, simulation, and research, including efforts to identify specific warfighter mission challenges and needs, for the purpose of identifying, exploring, and aligning potential future uses, needs, and requirements for manned and unmanned ground vehicles and systems and identifying the technology gaps that need to be addressed. Technology Development and Maturation: to include efforts toward developing and maturing Ground Vehicle technology from its current level of maturity up to and including demonstrations of that technology's performance in an operationally relevant environment such that desired performance and design characteristics are met. This includes research and development efforts for the entire Ground Vehicle System or enhancements to specific items which would improve the Ground Vehicle. Performance Improvement: to include efforts toward increases in Ground Vehicle physical, tactical, and operational performance such that Ground Vehicle systems are enabled with enhanced levels of ability (e.g., enhanced speed, operating distance, mission life, lift capacity, survivability, mobility, weight reduction, modularity, etc.) Intelligent Component & Subsystems Development: to include efforts to apply intelligent software, hardware, and sensor technology to integrate, communicate, and report cognitive and other intelligent behaviors into ground vehicle components and subsystems in order to improve performance, reliability, supportability, human machine interactions, platform situational awareness, threat engagement from launch to neutralization, operational interfaces, etc. Autonomous Behavior Development: to include efforts toward the creation and establishment of algorithms, software code, sensor suites, microprocessors, and other hardware that will enable Ground Vehicles to perform increasingly sophisticated tasks at increasingly greater levels of autonomy. Collaboration Development: to include the research, development, integration, and testing of technology, systems, hardware, software, and concepts towards the creation and establishment of algorithms, hardware systems, software code, and behaviors that will enable Ground Vehicles to collaborate with other ground systems as well as Unmanned Aerial, Surface, and Underwater vehicles to share sensor data, plan coordinated actions, and improve common operating picture environments. This includes development of autonomy, collaboration, and payload capabilities that may be instantiated on manned and unmanned Aerial, Surface, or Underwater vehicles in order to support collaboration with Ground Vehicles. Also included are common components and subsystems, common controllers, common architectures, data sharing, synchronization, etc. Open Architecture, Modularity, and Software - to include the research, development, and testing of open architectures (hardware, software, electrical), modularity, software, hardware, and other systems needed to accelerate or enhance the usability and development of manned and unmanned ground vehicle technologies and systems. Standards Maturation and Evolution: to include efforts toward developing Standards (interoperability, design, manufacture, testing, and performance of technologies) which are key enablers in the development and maturation of Ground Vehicles and the Aerial and Maritime vehicles that may support Ground Vehicle Development. Such Standards shall also promote product quality assurance, further DoD commercial acquisition goals, conserve DoD resources, support the US industrial base, and promote dual use technology. Manipulation and Mission Payload Research: to include technology research and development to meet current and future manipulation and missions payload needs which are not part of the base Ground Vehicle platform (e.g. RSTA, A-Kits, robotic arms, end effectors, mission specific sensors, adaptive protection systems, etc.) Technology Transition Preparation: to include efforts toward facilitating integration and ensuring the success of transfer or inclusion of technologies to ongoing programs, projects and initiatives. Provide, as appropriate for the specific technology, the applicable documentation, certifications, and artifacts that will assist in the transfer of technology to the intended recipient. Survivability Improvements: to include efforts toward enhancing the survivability of the Ground Vehicle systems or the Ground Vehicle Mission. The main focus areas would include ballistic protection, blast protection/mitigation, hit avoidance, fire suppression, laser protection, mechanical countermine, lightweight structures, etc. Testing, Validation, and Verification: to include efforts to develop TTPs, safety, and performance standards and metrics for manned and unmanned ground vehicles and to test, or develop the testing procedures and processes, to validate and verify compliance of individual systems or entire vehicles with developed or known standards. Training and Support Plans: to include research, development, documentation, and implementation of physical, tactical, or operational training and support plans of individual systems, entire vehicles, or multiple vehicles. Responses should contain the consortium's experience and capability information, to include consortium name, vision, mission statement, goals, membership (indicating traditional and nontraditional defense contractors), success criteria, metrics, management framework, articles of collaboration/by-laws, Consortium Member Agreement, accounting practices, fee structure and other information which the respondent considers of assistance in developing successful government/academia/industrial partnerships. In addition, the consortium shall provide a list of its members which are experienced in each of the prototype manned and unmanned ground vehicle technology areas listed in this notice along with a description of their capabilities for the categories under which they have experience. All information is to be submitted at no cost or obligation to the Government. The Government is not obligated to notify respondents of the results of this survey. No sensitive or classified information will be discussed. Foreign-owned, controlled, or influenced firms are advised that security restrictions may apply that may preclude their participation in these efforts.
