Description
DRAFT SOW for FY14 Dry Docking and Repairs to NOAA Ship Nancy The National Oceanic and Atmospheric Administration (NOAA), Eastern Region Acquisition Division, Norfolk, VA, on behalf of the Office of Marine and Aviation Operations (OMAO), is soliciting for the dry docking and repairs to NOAA Ship NANCY FOSTER. The NANCY FOSTER is 186 feet long overall, and its home port is Charleston, SC. Provide all labor, material, and equipment necessary to perform the following (including, but not limited to): BASE ITEMS: General Requirements; Temporary Services; Drydocking; Miscellaneous Piping Modifications; Rudder Inspection; Z Drive Overhauls; Bow Thruster Inspection; Miscellaneous Steel Repairs; Miscellaneous HVAC Repairs; No. 2 Generator Isolation Mount Renewals; and Rescue Boat Davit Inspection and Testing. OPTION ITEMS: Freeboard Preservation; Hull Preservation, Full System; Hull Preservation, Top Coat; Topside Preservation; Main Mast Preservation; Scullery Overhead Installation; and Linen Locker Installation. The solicitation will include a liquidated damages clause, as well as a requirement for bid, performance, and payment bonds. The performance period will be approximately 45 calendar days, with a start date on or about June 30, 2014 and a completion date on or about August 13, 2014. Place of performance shall be the contractor's facility. Ship's transit time to and from the place of performance is not included in the specified performance period. The date, time and place for an inspection of the ship is May 1, 2014 at 1:00 P.M. (local time) at U.S. Coast Guard Pier "PAPA" in the former Charleston Naval Station. Vehicle and personnel access to NOAA Ship NANCY FOSTER for pre-proposal inspections is restricted via gated security. Appointments and arrangements for attending the ship inspection can be made by contacting the Port Engineer, Mr. Jamie LeCompte, on or before noon on April 29, 2014 at 843-566-9191 or 843-297-3426 or by email at Jamie.A.LeCompte@noaa.gov. Contact information for personnel attending the ship inspection must be provided to the Port Engineer for access to the Charleston Marine Support Facility. This procurement is 100% set-aside for small business. The applicable NAICS code is 336611, which has a corresponding size standard of 1,000 employees. The acquisition will be issued as a Request for Proposals (RFP) in accordance with FAR Part 15. A draft copy of the Statement of Work (SOW) is attached to this notice for reference for those planning to attend the ship check. The RFP will be issued on or about April 30, 2014 with proposals due on or about May 30, 2014. The anticipated award date is June 25, 2014. The Government anticipates awarding a firm fixed price contract to the contractor whose proposal represents the best value, price and price related factors considered. The RFP will be issued via electronic posting on the Federal Business Opportunity (FEDBIZOPPS) web page www.fedbizopps.gov. Hard copies of the RFP will not be issued. It is incumbent upon contractors to monitor FEDBIZOPPS for the release of the RFP, specifications, drawings and all subsequent amendments. The specification will be uploaded to www.fedbizopps.gov with the RFP. Prospective offerors who are interested in submitting a proposal for this acquisition are encouraged to register with the FedBizOpps Vendor Notification Service and to be on the Interested Vendors List for this acquisition (see applicable tab within FedBizOpps where this synopsis is posted). Offerors must be registered in the System for Award Management (SAM) database at www.sam.gov/portal/public/SAM; offerors must also obtain a Data Universal Numbering System (DUNS) number and provide it with the offer. All responsible sources may submit an offer, which shall be considered by the agency.
