Description
Maritime Surveillance Systems SURTASS Towed Array Solicitation Number: N00039-14-R-0214 Agency: Department of the Navy Office: Space and Naval Warfare Systems Command Location: SPAWAR HQ The Space and Naval Warfare Systems Command (SPAWAR) in support of Naval Sea Systems Command (NAVSEA), Program Executive Office Submarines (PEO SUB), Maritime Surveillance Systems (MSS) Program Office (PMS 485) intends to issue a sole source contract, under the authority of 10 U.S.C. 2304(c)(1) and FAR Subpart 6.302-1, to Lockheed Martin Mission Systems and Training (LM MST) of Syracuse, New York for towed array sensors used in the Surveillance Towed Array Sensor System (SURTASS) and the Japanese Auxiliary Oceanographic Surveillance (J-AOS) Twin Line Towed Array (TL-29A) programs, as well as supporting the U.S. Navy submarine TB-29A towed array program. The contract period of performance is anticipated to be a Base Period of one (1) year with three (3) Option years and is to be awarded in the second quarter of fiscal year 2015. This effort is for the procurement of parts, assemblies, modules and additional towed arrays, as well as engineering services, in support of the Surveillance Towed Array Sensor System (SURTASS) program and the Submarine Acoustics Program Office (PMS 401). Specifically required are procurement of up to (4) additional TL-29A arrays, procurement of additional TB-29A module assemblies, conversion (and subsequent integration testing) of up to (4) submarine TB-29A arrays into (2) TL-29A arrays, engineering support services including module repairs/refurbishments, and spares for TL-29A and TB-29A arrays. LM MST is the original equipment manufacturer of the TL-29A and TB-29A arrays and developed and produced these systems under a NAVSEA contract. LM MST is the only company currently possessing the unique expertise and specialized knowledge to produce TL-29A arrays and TB-29A module assemblies, convert and integrate TB-29A arrays into TL-29A arrays, and provide associated TL-29A and TB-29A engineering services. Due to their requisite knowledge, technical expertise, specialized facilities, and proprietary processes for the TL-29A and TB-29A arrays, LM MST of Syracuse, New York is the only contractor that can build, integrate, and test the assemblies, modules, and Towed Array systems for PMS 485 Maritime Surveillance Systems.
