Description
The National Park Service, Pacific West Region Point Reyes Major Acquisition Buying Office, on behalf of Oregon Caves National Monument, intends to award a sole source procurement action to Crater Lake Natural History Association, Inc., Sager Bldg Hwy 62, Crater Lake, OR 97604, for fee collection services at the Oregon Caves National Monument, located in Cave Junction, Oregon. This service is being conducted under Simplified Acquisition Procedures (SAP) soliciting from a single source authorized by FAR Part 13.106-1(b)(1)(i). The anticipated award date is April 26, 2014. The North American Industry Classification System (NAICS) code is 561110, Office Administrative Services. The Crater Lake Natural History Association (CLNHA), established in 1942, is the officially recognized National Park Service 501 (c) (3) non-profit cooperating organization dedicated to advancing educational and scientific activities at Crater Lake National Park and Oregon Caves National Monument, Cave Junction, Oregon. Crater Lake Natural History Association (CLNHA) is specifically chartered through a Cooperating Association Agreement to support visitor services, education and interpretation in Oregon Caves National Monument; thus the process of fee collection is supplemental to other services provided by CLNHA. A program audit by Regional Fee Management personnel in 2011 advised the National Park Service that a fixed-price contract was the correct instrument to collect the expanded amenity fee at Oregon Caves National Monument. CLNHA possesses visitor services skills, accounting and business management skills, and other relevant knowledge that reduces the time and expense the Park Service would expend in retraining personnel. CLNHAs past involvement in providing this service offers the National Park Service a seamless continuation of fee collection services. The proposed contract action covers services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. Interested parties may identify their interest and capability to respond to the requirement or submit proposals; however this notice of intent is not a request for competitive proposals. Inquiries and proposals received within five (5) days after the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. Any information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement.
