Industry Day Announcement Notice Type: Sources Sought and Request for Information (RFI) FA8106-14-T1A-AvUpgrade-RFI Synopsis: T-1A Avionics Modification/Upgrade Industry Day Classification Code: 16 - Aircraft NAICS Code: 336413 - Other Aircraft Parts and Auxiliary Equipment Manufacturing 1. INTRODUCTION AFLCMC/WLZW is sponsoring an unclassified Industry Day to identify potential business sources with the expertise, capabilities, and experience to provide an avionics modification for the T-1A fleet. Industry Day will provide a general overview of the T-1A technical requirements and a forum for discussions about the Government's expectations and industry capabilities. Industry Day will be held 13-15 May 2014 at the Navy Reserve Center located at 5316 N. Douglas Blvd, OKC, OK 73145. The Government will provide briefings and an opportunity to ask questions in an open environment the morning of 13 May from 0800 - 0930. All questions and answers asked during the open session will be published on FedBizOps no later than 23 May 2014. The Government will also host private one-on-one sessions with interested companies immediately following the USG briefing. These one-on-one sessions will continue through 15 May 2014 until all respondents have had the opportunity to present their solution to the USG. The purpose of the individual sessions is to allow interested parties the opportunity to present their specific strategy for replacing the T-1A avionics suite directly to the USG, and to be able to engage in in-depth technical discussions that may be competition sensitive. These individual sessions will be limited and not to exceed 90 minutes, but may require less time. Interested companies MUST coordinate with the USG to secure a time slot for a one-on-one meeting. Session times will be randomly assigned and companies will be notified of their time slot via email. This RFI and accompanying industry day is for informational purposes only and is not to be viewed as a request for proposal. It does not constitute a solicitation and shall not be construed as a commitment by the Government. Responses in any form are not offers and the Government is under no obligation to award a contract as a result of this announcement. No funds are available to pay for preparation of responses to this announcement. Any information submitted by respondents is strictly voluntary. Additionally, participation in this survey shall not ensure participation in future solicitations or contract awards. The government will not reimburse participants for any expenses associated with their participation in this survey or the Industry Day. The results of the RFI and Industry Day will be utilized to determine the Government's acquisition strategy. All information provided by interested parties is strictly voluntary and will be treated as proprietary by the USG and will be protected as such. 2. BACKGROUND The T-1A is a Commercial Derivative Aircraft of the Hawker Beechcraft 400A (Jayhawk) and is FAR Part 25 certified (Type Certificate Data Sheet A16SW). The aircraft is used to train Air Force Pilots and Combat Systems Officers (CSO). The USAF has 178 active T-1A aircraft at the following bases: Vance AFB, Randolph AFB, Laughlin AFB, Columbus AFB, and NAS Pensacola. Of the 178 aircraft, 21 have been modified to support CSO training. The T-1A is supported by 16 simulators and 14 part task trainers, which are stationed at each base. 3. OBJECTIVES The T-1A Integrated Process Team intends to use information provided in response to this RFI, in addition to information gained during Industry day as well, as other market research to refine the requirement, develop the acquisition strategy, and to evaluate alternatives that will deliver the best value solution to support the T-1A for the next 20 years. 4. REQUIRED CAPABILITIES/SPECIAL REQUIREMENTS AFLCMC/WLZW would like to identify companies with the capability to manufacture and/or ensure delivery of the avionics modification solution for the T-1A aircraft. The USG will evaluate production lead times, and compatibility with flow schedules. The T-1A currently utilizes a ProLine 2/4 avionics suite which is experiencing obsolescence in no less than three known systems. The USG is conducting market research to integrate the aircraft with a modern avionics suite that will maintain current capabilities and ensure flight operations at all times, in all civil and military airspace (National Air Space [NAS]). The solution must mitigate/eliminate DMSMS issues throughout the projected service life of CY2035. 5. CAPABILITY SURVEY QUESTIONS NOTE: All responses to the below questions will be treated as proprietary. A. General Capability Questions: 1. Describe briefly the capabilities of your facility and the nature of the avionics or manufacturing services you provide. 2. Describe your company's past experience on large scale short lead-time manufacturing/installation of avionics upgrades. Focus on capabilities and experience in organizing and executing material sourcing, first article test samples and Engineering Source Approval. 3. Describe your company's experience interpreting complex aircraft data. 4. Describe your company's experience in avionics upgrades as it relates to manufacturing/installation/testing. 5. Who would be responsible for engineering data once the install is complete? 6. How would the interim contract support be handled? The install period is 6 years long, so who would be responsible for replacing parts during this time? 7. Are there other commercial solutions to TACAN that can be used? Requirement to be fulfilled is as follows: • The capability to rendezvous with a similarly equipped aircraft is required. Must be able to display range and bearing to similarly equipped aircraft and verify source of signal producing range and bearing (threshold) 8. Is wind shear / turbulence indication a common feature in weather radar or typically an option? 9. Do commercial solutions allow for inhibiting GPWS annunciations for low level navigation and reduced flap landings? 10. What training is recommended for pilots/maintainers transitioning to your avionics suite? Standard option offered by company? 11. Will avionics mod drive the need for any additional support equipment, hand tools, computers etc? 12. What type of routine maintenance is required on suite/components if any? 13. Are there any unique disposal requirements that must be address for parts coming off the jet? If so, who will be responsible? (Not sure this is a question for Industry, but something to consider). 14. How will UHF radio be integrated into your solution? 15. Are there limitations as to what can be displayed on each MFD? For instance, is there a function that can only be displayed in a certain location? 16. Can a TACAN DME be displayed along with an LOC course that is not a paired frequency with the LOC? 17. What approach plate display options (Jeppesen, DoD) are compatible to be displayed? How is the data loaded? B. General Questions: 1. If your company provided a response to this RFI prior to the 7 March 2014 close date there is no need to provide an additional copy of your submission. However, if your company does want to participate in the industry day, and wants to request a time slot for a one-on-one discussion, you MUST make the request to the contact information above. Hard copies of the USG presentation materials will not be provided at the Industry Day, but will be posted to the FBO website. Specific questions regarding the presentation materials must be submitted to the registration POC no later than 4:00 PM (CST) on 5 May 2014 via e-mail. Please indicate whether the question is either "General" - to be addressed during the Industry Day presentation or "Competition Sensitive" - to be discussed in a one-on-one session. The presentation materials, resulting "General" Questions and Answers, and a listing of the Companies who attended will be provided via the FBO website following the event. All responses should indicate which portions of their response are proprietary and should mark them accordingly.
