- The National Park Service has a requirement for Color Orthoimagery captured in April of 2013 at Morristown National Historical Park, New Jersey. Sources who have images meeting the specific requirements listed below shall acknowledge this sources sought notice in fedconnect and send an email to the buyer. Specific Requirements: The project area consists of four discrete geographic sites located in and around Morristown, NJ that are owned by the National Park Service, approximately 2000 acres altogether. Continuous coverage for the entire area encompassing the four sites is acceptable but not required. The boundaries for these four sites can be viewed or downloaded as discussed at the end of this document. Objective The NPS requires true color 1' resolution (or better) color orthoimagery of the park and environs to support several projects and operational needs. The imagery must have been collected during early spring conditions during 2013 to support both of the following tasks: A.identification of specific invasive plant extents below the tree canopy after Hx Sandy and prior to the 2013 growing season; and B.area measurement and visual assessment of the forest canopy gaps caused by Hurricane Sandy (prior to any recovery-related clearing). Deliverables Orthoimagery with the following characteristics: Capture date: April, 2013 Spectral resolution: four-band (red, green, blue, infrared) Ground pixel size: 12" (or better) Field conditions: sun at a minimum of 25 degrees above the horizon and no clouds at altitudes that obscure parts of the ground imagery. Image processing: mosaic'd to be seamless, including appropriate geometric and radiometric adjustments. Analytical aerial triangulation & image rectification: Additional horizontal ground control, if required, is based on the Plane Coordinate System for New Jersey with 3rd order accuracy. Vertical ground control is based on the North American Datum, 1988. DEM from the state of New Jersey GIS Office is suitable for rectifying the imagery, but alternative sources or use of newly acquired elevation data of similar accuracy is acceptable. Format and media: two sets of the imagery, one in GeoTIFF format and a second in MrSID compressed format, on DVD.
