- The Bureau of Land Management (BLM) intends to award a negotiated contract for the removal of existing and installation of three new packaged rooftop HVAC units, temperature control upgrades, testing adjusting and balancing of the new units, start-up of the new units, fall protection and minor electrical disconnect and reconnect. The construction magnitude is between $250,000 and $500,000. The physical location of the services being requested will be at the National Interagency Fire Center (NIFC) located at 115 National Weather Service Building, 3807 S. Development Ave., Boise, Idaho, 83705 The solicitation will be restricted to small businesses. All other firms are deemed ineligible to submit offers. The acquisition will be conducted in accordance with FAR 15, Negotiated Procurement using the Lowest Price Technically Acceptable (LPTA) Process. The government will consider past performance, technical factors and price as the basis for selecting awardees. BLM intends to issue all documents to include the initial solicitation, amendments, clarifications letters and other applicable documents electronically. Offerors are solely responsible for obtaining solicitation documents from the Federal Business Opportunities (FedBizOpps) website (http://www.fbo.gov). Hard copies of the solicitation will not be provided. Offerors must be registered in System for Award Management (SAM), formerly known as the Central Contractor Registration (CCR), in order to be eligible to receive an award from this solicitation. Contractors may obtain information on registration and annual confirmation requirements via the SAM accessed through https://www.sam.gov. If submitting as a joint venture, the joint venture entity must be registered in SAM in order to be eligible to receive an award from this solicitation. The applicable North American Industry Classification System (NAICS) code for this acquisition is 238220 - Plumbing, Heating, and Air Conditioning Contractors. The small business size standard for this code is $14.0 Million in average revenue over the past 3 years. It is anticipated that the solicitation will be issued on or about April 25, 2014. Prospective contractors are responsible for monitoring the FedBizOpps website for any changes or updates.
