Description
Justification and Approval This is a notice of intent that the United States Special Operations Command (USSOCOM) intends to award a sole source contract to Alvares & Associates, LLC, a service disabled veteran owned business (SDVOB), 8251 Greensboro Dr. Suite 230 Tysons Corner, VA 22102-3817 for 6 ea. Shipboard Carry-On Satellite Systems (SCOSS), 6 ea. War Readiness Spares Kits (WRSK) and a Life Cycle spares package. USSOCOM's requirement is to purchase 6 ea. SCOSS and spare kits. The SCOSS is currently the only system that meets the Size, Weight, and Power (SWAP) requirements for carry on / carries off operations. The compact size of the SCOSS allows users to set up and be operational in two hours on any maritime platform versus legacy systems that require up to two days to be operational. The contractor identified is the only known authorized reseller source for the subject requirement. However, any other responsible vendor believing they have the capability of meeting the requirement may submit their capabilities to include technical documentation to establish the potential of meeting the Government's need. This notice is not a request for offers. The anticipated date of award is 30 April 2014. The Government intends to negotiate with only one source under the authority of 10 U.S.C 2304(c)(5), Authorized or Required by Statute, as implemented by FAR 6.302-5 (b)(6) Sole source awards under the Veterans Benefits Act of 2003. All responses from responsible sources will be considered. Any such responses must be in writing and include technical and pricing information. A determination by the Government not to compete the proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Responses are due no later than 20 April 2014 at 3:00 p.m. Eastern Time; however, early submissions are encouraged. Only electronic submissions will be accepted. Interested vendors may submit information for consideration of their capabilities and qualifications to carlos.cotto@socom.mil.
