- ***THE FULL SOLICITATION ESTIMATED ISSUE DATE Electronically in Federal Business Opportunities is April 25, 2014. *** The Contractor shall furnish all labor, supervision, equipment, materials, transportation, supplies, (unless specified elsewhere as Government-furnished) and incidentals required for meadow maintenance and habitat restoration. The intent of this project is to maintain and restore animal populations that need meadow habitat on the Central Coast Ranger District - Oregon Dunes National Recreation Area. The primary focus of treatments is controlling unwanted vegetation in or adjacent to meadows. Unwanted vegetation includes but is not limited to non-native grasses, fern, blackberry, shrubs, and small trees. Portions of some meadows are steep and will require good traction to complete treatments. Treatment methods vary depending on type of vegetation to be removed and the ability to access sites with machinery. Treatment methods can include machine mowing, machine mulching, and hand work. Machine mowing is generally used where machinery has access and the unwanted vegetation can be treated with a mower (grass and small shrubs, blackberry, trees, etc.). Mulching is used where machinery has access and unwanted vegetation is too large for mowing. Hand work with chainsaws, weed-eaters, etc. is used where machinery cannot access areas that need treatment. The amount of effort needed to control unwanted vegetation varies by site. For this solicitation the government expects 258 acres of tractor mowing and 23 acres of mowing with tracks required on equipment. The anticipated start work date is June 15, 2014 with completion by August 1, 2014. The project is 100% set aside for Small Business concerns. The NAICS code associated with this acquisition is 115310 and the small business size standard is $ 7 million average receipts over the past three years. An Oregon Farm/Forest Contractor's License and a Migrant and Season Agricultural Workers Protection Act Registration Number are required for this project, due to the hand work required Note: Quoters shall register online at the System for Award Management (SAM) prior to award and the registration must reflect an "Active" status. SAM shall be the portal to report biobased products utilized by the awardee of this project. Information on SAM may be obtained at the website: www.sam.gov. The awardee shall register at the website www.ipp.gov for the purposes of invoicing the government.
