Description

The Federal Bureau of Investigation (FBI) intends to negotiate a sole source award in accordance with Federal Acquisition Regulation (FAR) Subpart 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements, 10 U.S.C. 2304 (c)(1).A sole-source, fixed-price contract with Life Technologies Corporation 3175 Staley Road Grand Island, New York 14072 USA. The FBI will procure proprietary software upgrades services for existing Data software systems. The requested software upgrade is proprietary software manufactured and sole exclusive by Life Technologies Corporation. No other source can provide the requested software services. This notice of intent is not a request for competitive quotations; however, interested parties may identify their interests in this requirement to this office by 9:00 AM (Eastern) April 18, 2014, via e-mail to the attention of: Montarious Usher, at Montarious.Usher@ic.fbi.gov. The North American Industrial Classification System Number (NAICS) is --. The awardees shall be registered in the Central Contractor's Database (CCR) and also the Online Representations and Certification (ORCA) at http://orca.bpn.gov. The following clauses and provisions are incorporated by reference and apply to the acquisition: FAR 52.212-1, Instructions to offeror-Commercial Items (JULY 2013): FAR clause 52.212-2, Evaluation Commercial Item (JAN 1999), FAR clause 52.212-4 Contract Terms and Conditions Items (SEPTEMBER 2013; FAR clause, 52-212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items (FEBRUARY 2012). Each offeror shall include a complete copy of the clause 52.212-3 Offeror Representations and Certifications - Commercial Item (FEBRUARY 2012).
