- SF-30 for Amendment 4 to the Solicitation HSFLBP-14-R-00002, extending the due date for receipt of proposals. Amendment also extends the time for submission of questions. The Department of Homeland Security/Federal Law Enforcement Training Center with the Science and Technology Directorate (S&T), is issuing solicitation HSFLBP-14-R-00002 for construction of an Integrated Test and Evaluation (IT&E) Facility for the Transportation Security Laboratory (TSL) at the William J. Hughes Technical Center, Atlantic City International Airport, Egg Harbor, NJ. The solicitation is a total small business set-aside, under NAICS Code 236220, with a size standard of $33,500,000. Contract award will be determined using the best value continuum as addressed at FAR 15.101. It is anticipated that the awarded contract will be firm-fixed price construction contract. Evaluation factors will include Experience, Past Performance, Key Personnel/Staffing Plan/Organization, price, and other directly relevant factors identified in the RFP. The non-cost factors are approximately equal to cost or price. The Government anticipates awarding the contract without discussions; however, should discussions become necessary, a competitive range will be established, comprised of the most highly rated proposals. Other Relevant Information: • The range of estimated price for the construction is between $5,000,000 and $15,000,000, with an anticipated period of performance of 540 days. • A Pre-proposal Site Visit will be held on March 25, 2014. Instructions regarding notifications and limitations will be in the RFP. o ATTENDEES MUST SUBMIT THEIR NAMES TO THE CONTRACTING OFFICE BY 2:00 PM CENTRAL TIME, MARCH 18, 2014.  Attendees may submit their name to Edel.Brooks-Wilcox@fletc.dhs.gov, with a carbon copy to Erin.Riffey@fletc.dhs.gov at any time prior to the due date above. Non-Disclosure Agreements will have to be signed prior to 2:00 PM Central Time, March 18, 2014. • Specifications and drawings are FOUO and will be accessible at FedBizOpps only with approval. Instructions for access will be in Section C of the RFP. • Proposals are due by 2:00 PM Central Time on May 20, 2014. • Neither electronic nor telefax proposals will be permitted or evaluated. • Contract award is anticipated to occur in June 2014. The TSL is a federal laboratory that is aligned under the S&T of the DHS responsible for the research, development, testing and evaluating of solutions to detect and mitigate threats of conventional and homemade explosives, and other weapons, used against our nation's transportation systems. The IT&E laboratory will be a new standalone, purpose‐built Independent Testing & Evaluation (IT&E) Certification Laboratory facility that will contain large, open, blast‐resistant laboratory cells along with associated non‐hardened control and conference/office spaces. The facility will be dedicated to IT&E operations (accommodating both bulk and trace certification/qualification testing) and associated infrastructure that will allow TSL to meet the demands of the mission requirements. The new facility will ensure that IT&E certification testing can be fully accomplished on all types of Explosive Detection Systems (EDS) and screening technologies currently in development or evaluation by TSL with protections to allow analysis of up to 40 pounds of Net Equivalent Weight (NEW) of explosives. Major components of the project include: 1. IT&E Certification Laboratory - approximately 13,000 sf • Two Laboratory cells that will allow for multiple items of screening equipment to be concurrently evaluated while maintaining physical separation for both personnel safety in adjoining spaces and proprietary/security concerns of multiple vendors. The hardened cells can each accommodate up to 45 pounds NEW TNT. • One IED Build Room is provided for experimentation with and construction of improvised explosive devices. • A Trace Lab suite is provided, meeting HEPA filtration requirements for trace detection studies. Walls and flooring systems are included that can be readily decontaminated using standard cleaning techniques. Trace lab activities are limited to 5.6 pounds NEW TNT. • Office and personnel support space is included to support analysis and observations of ongoing testing. The spaces include one private office, an open office area, a break room, and a storage room, along with required support spaces (toilet rooms, mechanical/electrical rooms, communications/security room). • A dedicated Control Room is provided to allow for the future inclusion of remote handling capabilities, such as audio/video equipment, sensors or specialized robotic equipment that can be operated and observed from a safe, remote location with connectivity to each of the hardened test laboratories. 2. Site Infrastructure • Expansion of the current campus footprint with associated clearing, fencing and security equipment installation. • Site Infrastructure improvements will accommodate utilities, access, and logistics for the IT&E Laboratory to support the Explosive Detection Systems (EDS) equipment as identified above, including safe turning radii for delivery vehicles. • Personnel access by vehicle is provided from within the TSL campus. • Parking spaces will be provided adjacent to the facility. • Stormwater infiltration systems in accordance with New Jersey Pinelands Commission best practices.
