Description
PPQ The Indian Health Service (IHS), Division of Engineering Services-Dallas, is soliciting a partial small business set-aside for minor construction and maintenance of facilities and staff quarters via multiple award Indefinite Delivery/Indefinite Quantity (IDIQ) contracts for the following three IHS geographic areas: 1. Phoenix/Tucson 2. Albuquerque/Navajo 3. Oklahoma The scope of work for these Multiple Award Construction Contracts (MACCs) involve minor construction and maintenance of clinical buildings and staff quarters including but not limited to the following: 1. Road and parking lot repair 2. Boiler replacement 3. HVAC upgrades 4. Roof repair/replacement 5. Landscaping 6. Floor replacement IHS intends to award at least two and up to four MACCs for each of the three IHS geographic areas noted above. At least one MACC will be awarded in each Area via a small business set-aside and no more than one MACC in each Area will be awarded via full and open competition. If more than two awards are made in any Area, the additional awards will be done via a small business set-aside. It should be noted that all contractors that receive a MACC must have a home office in that respective Area. In this context, "Home Office" means that the contractor must have the workforce and management to accomplish the work in that Area. FAR Part 15 source selection procedures will be used to select the proposals that represent the best value based upon the selection criteria specified in the Request for Proposal (RFP). The number of MACCs awarded in each Area depends upon the quality of proposals received and the workload expected from the Areas. The Contractors selected for a MACC will be given fair opportunity to compete for individual task orders and they will be expected to accomplish a variety of construction tasks such as facility renovation, additions/upgrades, and new construction integrating multiple trades/disciplines. Common trades that may be needed include: carpentry, plumbing, electrical, laborers, power equipment operators, cement workers, asbestos removers, painters, and miscellaneous construction trades identified in the Davis Bacon Wage Determination and other trades common to the construction industry. The contractor will be required to perform multi-discipline construction, repair and remodeling work using these trade workers. The contract period will commence on the date of contract award and shall remain in effect for one-year. Each contract will have a maximum amount of $3 million for the year. Each contract will also have four one-year option periods which may be exercised at the Government's discretion with the same maximum amount as the initial year. Each contract awarded will have a guaranteed amount of $15,000. Work to be performed under the MACCs will be within the North American Industry Classification System (NAICS) codes, Sector 23 Construction, Sub-sector 236 Construction of Buildings, Size Standard $33.5M; Sub-sector 237 Heavy and Civil Engineering Construction, Size Standard $33.5M (except Land Subdivision, $7M and Sub-sector 238 Specialty Trade Contractors, Size Standard $14M. Offers are solicited only from business concerns that have active registrations in SAM.gov, and North American Industry Classification System (NAICS) Code 236220 and Code 236118 must specifically be included in the Offer's approved business plan. The pre-proposal conference for this solicitation will be Tuesday, 15 April 2014 at 2:00 p.m. CT in Dallas, TX (see Paragraph L-2 of the solicitation for location). Those who intend to submit a proposal are strongly encouraged to attend the conference. Any documents related to this procurement will be available via the Internet only. No hard copies will be available, nor will telephone requests be accepted. Offerors are responsible for downloading their own copy of all documents pertaining to this solicitation. These documents will be available at www.fbo.gov. It is the contractor's responsibility to monitor this site for the release of any information in special notices or solicitation amendments.
