- REQUEST FOR INFORMATION (RFI) DecisionSim Software Renewal This Request for Information (RFI) is for information and planning purposes only and does not constitute a solicitation nor does it restrict the Government as to the ultimate acquisition approach. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. The purpose of this RFI is to identify qualified contractors, who are able to meet VA's requirements for DecisionSim Virtual Patient Simulations. Employee Education system (EES) is an administration-wide, comprehensive, virtual, education-focused organization supporting Veterans Health Administration (VHA) continuing learning objectives through patient and employee training, education, performance support, development, and consultation. The Simulation Learning Education and Research Network (SimLEARN) is a national simulation training, education and research program which is organizationally aligned under EES and is be responsible for developing and executing the strategic vision and system-wide plan for simulation process modeling, training, education and research for VHA. SimLEARN desires to deploy an increased number of virtual patient simulations and would like to identify potential sources for skilled experts in using DecisionSim software to develop virtual patient simulations of 30 new cases. The targeted learners are: Nurses, Primary Care Providers, Specialty Providers, Social Workers, Behavioral Health Providers, Pharmacists, and Physical Therapists. The subject areas include: Diabetes, Pain Management, Palliative Care, Behavioral Health, Wounded Warrior, Women's Health, Cardiac Disease, High Stakes Care, and Patient Safety. The contractor, for each of the 30 cases, will be expected to: 1. Design, build, evaluate, pilot test and finalize cases. 2.Provide training in virtual patient learning theory and DecisionSim software capabilities. 3.Insure cases align with VA organizational and training program objectives for topic areas. 4.Identify case design challenges and suggest solutions. 5.Provide instructional designer expertise to identify strategies for simulation structure, design, and learning strategies. This includes Implementation of multiple strategies for simulation structure, design and learning objectives using all node types (including Narrative, Branching, Multiple Choice, Inquiry and Text) and counters (including Cost, Status, Score, Steps, Time (author defined), and Real Time). 6.Integrate multiple media formats into DecisionSim cases including images, audio, video and animation and documents (.pdf,.doc,.xls,.ppt). 7.Develop pre-and post-activity assessment by learners to satisfy Continuing Education and programmatic requirements. 8.Provide media, including medical media, e.g., x-rays, ultrasounds, EKGs, for cases when required media is not immediately available through EES and VHA resources. 9.Identify data and methodology to collect data to measure impact of training on competence and/or clinical outcomes. 10.Perform studies to measure impact and report results. 11.Provide usage reports of cases which include performance metrics of learners. Generation of reports including Simulation Content Report including all of the controls and settings for each node type; Simulation Activity Reports for a single simulation or for a group of simulations; Simulation Detail Report listing each learner's path through the simulation; and Custom Reports. 12.Track constraints to implementing the DecisionSim simulation, including technological, budget, timing and duration. 13.Suggest implementation strategies for maximal use of cases by VA staff. 14.Meet all requirements for Section 508 compliance. Contractor will develop a Project Plan to track the development of the 30 cases and report biweekly to Project Lead and SimLEARN. Once cases are deployed outcome reports regarding usage, learner metrics, and impact data will be included in the biweekly reports. VA desires that all 30 cases be completed by September 30, 2014. If interested, please submit a Capabilities Statement, limited to 10 pages for your company, your teammates and/or subcontractors and also denote the business size for North American Industry Classification System (NAICS) Code 541519. Also, please indicate if there are existing contract vehicles through which your product/services may be acquired (i.e. Federal Supply Schedules, Government-Wide Acquisition Contract) and if you, your teammates and/or subcontractors are a service-disabled Veteran-owned small business or a Veteran-owned small business.
