- Sources Sought Mkt Rsh Capability Package Maintenance Steering Group 3 (MSG-3) for UH-1N This market survey is being conducted to identify potential sources that may possess the expertise, capabilities, and experience to create, complete, and stand up Maintenance Steering Group 3 (MSG-3) for the UH-1N. The level of security clearance and amount of foreign participation in this requirement has not been determined. Contractors/Institutions responding to this market research are placed on notice that participation in this survey may not ensure participation in future solicitations or contract awards. The government will not reimburse participants for any expenses associated with their participation in this survey. We are conducting the market research to identify potential sources that may possess the expertise, capabilities, and experience to create, complete, and stand up MSG-3 for the UH-1N. This is a yearlong effort that will start in FY14/15. MSG-3 is an ATA program used in the commercial sector to reevaluate maintenance inspection procedures and stand up a new, consolidated program to more efficiently inspect and maintain aircraft. This has been accomplished on the C-5 and partially on the UH-1N and TH-1H. This effort seeks to consolidate the initial analysis on the UH-1N to complete the program. This will require a strong familiarity with rotary aircraft and the ATA's MSG-3. Using the analysis done prior to this effort, MSG-3 will produce new Standard Visual Work Cards, Depot Work Specification, Engineering Requirements Development Packets (DEVPACs), Bridge Packages, Hazard Risk Index Study, a database to house the information with the ability to edit and create work cards, and the training for technicians and engineers to use all of this. The tasks will require the ability, knowledge, and infrastructure to create/update (or modify, if able) the software for the database that will house the work cards and other pertinent information.
