- This acquisition is for non-personal services providing medical equipment maintenance and parts for the Camp Bondsteel Medical Treatment Facility in Kosovo. Currently, this requirement is being provided under contract, W912SR-11-P-0025. The anticipated Period of Performance is 1 July 2014 to 30 June 2015, to include a one (1) month mobilization period, an eleven (11) month base year. Additionally the solicitation will include two (2) one year option periods and a six (6) month option period under Clause 52.217-8. The Army's intent is to solicit two defined groups of equipment at Camp Bondsteel. The first group of medical equipment would be for X-Ray machines and the second group would be for a CT scanner. The Army would make awards on the group-level. Offerors may compete for single group of medical equipment. Thus, it is possible for different contractors to win contacts for each group of equipment. Offerors may also bid on both groups of medical equipment making for the possibility of a single award to one contractor. The following pieces of equipment are currently on site, this list may change between this notice and the RFP release: Group 1 1)X-Ray System, Radiographic & Fluoroscopic 2)X-Ray System, Radiographic 3)X-Ray System, Portable, Radiographic 4)Reader, CR w/ Work Station 5)Sterilizer, Prevacuum 6)Sterilizer, Washer Disinfector 7)Generators, Steam, Electric 8)Sterilizer, Gravity Group 2 1)Scanner, Computed Tomography Site Visit: In accordance with FAR clause 52.237-1--Site Visit, a site visit with question and answer session is scheduled for 23 April 2014 at Camp Bondsteel, Kosovo. A formal solicitation for this requirement will be published after the site visit. No more than two (2) individuals per company may attend the site visit due to the limited quantity of escorts available. Offerors are urged to inspect the equipment for which services are to be performed and to satisfy themselves of all general and local conditions that may affect the cost of contract performance. Offerors are also encouraged to review the Draft Performance Work Statement attached to this announcement. Attendance at the Site Visit is NOT a requirement for this acquisition. Contractors who do not attend will be allowed to submit a proposal. In no event shall failure to inspect the equipment and site constitute grounds for a claim after contract award. The Government will NOT reimburse the contractor for any site visit expenses. Site Visit Requirements: The following must be submitted no later than 16 April 2014 in order to attend the site visit: 1)A passport or drivers license is required for US citizens and citizens of NATO contributing countries. 2)For attendees who are not a US citizen or a citizen of a NATO contributing country, a form of photo identification is required to gain escorted access to Camp Bondsteel as well as a Local National Access Request. Only send the information to the three (3) individuals identified above. You will receive a confirmation email of your site visit request. Exceptions will NOT be granted to the 16 April 2014 deadline to attend the site visit. Requests received after 16 April 2014 will not be processed and access to the site will NOT be granted. PLEASE ***DO NOT*** send this personal information to the contracting office points of contacts, MAJ Ginger Whitehead and Todd Stackhouse. Additional Information: Attendees shall gather at 8:30 am local Kosovo time on 23 April 2014 at the front gate of Camp Bondsteel. Attendees are responsible for arranging their own transportation/rental cars as transportation to and from the site *not* be provided. A more detailed itinerary and additional information will be sent to attendees no later than 21 April 2014. Although the site visit is not mandatory, attendance is highly encouraged. This is the only site visit scheduled and no other site visit will be conducted. Accommodations are available outside of Camp Bondsteel in two nearby towns: Sojeve and Ferizaj, Kosovo.
