Description
This sources sought notice is a request for information for acquisition planning purposes only. This is not a request for proposals, proposal abstracts, quotations or obligation on the part of the Government to acquire any products or services. This SOURCE SOUGHT NOTICE is for market research purposes only to gain knowledge of potential qualified sources and to explore industry capabilities. A response to this SOURCE SOUGHT NOTICE will be treated as information only. No entitlement to payment of direct or indirect costs or charges will arise as a result of contractor submission of information to this announcement or the Government use of such information. The Government does not intend to award a contract on the basis of this SOURCE SOUGHT NOTICE or to otherwise pay for the information submitted in response to this SOURCE SOUGHT NOTICE. The information provided may be used by the Naval Special Warfare Command in developing its acquisition strategy, performance work statement, and performance specifications or requirements. The Government anticipates soliciting the requirement under the NAICS code 611699, with a size standard of $10M. SECURITY CONSIDERATIONS: Contractor personnel performing work under any resulting contract must hold a minimum of SECRET level clearance at time of the proposal submission, and shall maintain the level of security required for the life of the resulting contract. Contractor may require access to Secure Internet Protocol Router Network (SIPRNET) and Non-secure Internet Protocol Router Network (NIPRNET) systems at Government facilities only. The Government shall ensure that all Contractor employees have received operational security (OPSEC) indoctrination prior to performing their daily duties. The Contractor shall possess and maintain a SECRET facility level clearance (FCL), meeting the requirements of the Defense Security Service. The Contract employees performing work in support of this contract shall have been granted a SECRET security clearance from the Defense Industrial Security Clearance Office, prior to employment. DUE TO OPERATIONAL COMMITMENTS, THE GOVERNMENT WILL NOT SUPPORT ANY REQUEST FOR NEW FACILITY CLEARANCE LEVELS (FCLs) FROM THIS SOURCE SOUGHT NOTICE OR ANY RESULTING SYNOPSIS OR SOLICITATION. A FCL MUST ALREADY BE IN PLACE AT THE TIME OF PROPOSAL SUBMISSION IN ORDER FOR ANY OFFEROR ON ANY RESULTING SYNOPSIS OR SOLICITATION TO BE ELIGIBLE FOR AWARD. The work to be performed shall be performed at or in the vicinity Stennis Space Center, MS. Responses to this SOURCE SOUGHT NOTICE will be used by the Naval Special Warfare Command (NSWC) to identify sources that can provide non-commercial, training and logistics support services in the following fields for Naval Small Craft Instruction & Technical Training School (NAVSCIATTS): 1. Small Craft Specialist Instructor: The Small Craft Specialist provides training analysis, instructional support, engineering and development for operational and logistical requirements for Navy Special Warfare Command and possesses skills in the methodology of curriculum and test question development, effective classroom instructional techniques, employment of training aids, student progress measurement strategies and course management. 2. Course Supervisor/Curriculum Manager: Course supervisors are responsible for the management of a particular course or a specific function for several courses. Course supervisor will complete the formal training and certification requirements for an instructor. The Course Supervisor/Curriculum manager's provides training analysis, instructional support, and possesses skills in the methodology of curriculum and test question development, effective classroom instructional techniques, employment of training aids, student progress measurement strategies and course management. 3. Student Support Coordinator: Responsible for carrying out specialized administrative support to include serving as interpreter for Spanish speaking students, transportation of students, lodging coordination, record keeping, preparation of reports, scheduling and database management for the Naval Small Craft Instruction and Technical Training School (NAVSCIATTS) International Military Student Officer (IMSO). This includes direct support of all International Military Students (IMS) in the areas of administration, socialization, cultural enrichment, transportation, recreation, logistical and customer support services for all IMS. 4. Student Affairs Liaison: Responsible for carrying out administrative and logistical support for International Military Student Officer (IMSO). This includes direct support of all International Military Students (IMS) in the areas of administration, socialization, cultural enrichment, transportation, recreation, logistical and customer support services for all IMS. 5. Theater Engagement Officer: The NAVSCIATTS Theater Engagement Officer provides NAVSCIATTS coordination, leadership, planning and execution of all command contingency and mobilization of title 10 and title 22 events. This position acts as a liaison to the Country teams, TSOC representatives, MLEs, JPATS etc... for NAVSCIATTS engagement matters and reports directly to the Operations Officer. Also serves as planner, coordinator and advisor for NAVSCIATTS Chain of Command for agency policy regarding contingency and mobilization planning within DOD constraints. Schedules and or provides oversight for all overseas deployments involving NAVSCIATTS for active duty and contractor personnel and equipment. These positions require seasoned NSW/SPECOPS operation/leadership level experience. 6. Small Craft Maintenance Technician Manager: The Maintenance Technician/Manager performs organizational- and intermediate-level maintenance and total overhaul on all types of internal combustion engines; performs preventive maintenance on auxiliary equipment and on small craft diesel engines, clutches, transmissions, and drive shafts for operational and logistical requirements for Naval Small Craft Instruction and Technical School (NAVSCIATTS) of the Navy Special Warfare Command; and performs tracking of maintenance schedules and work load. 7. Small Craft Maintenance Technician: This position is that of Maintenance Technician is to maintain all command combatant craft in an optimum state of readiness and ensure the maintenance training and discipline of command personnel in order to maintain a maximum degree of readiness for training. Review technical manuals, instructions, and specifications, providing recommendations for additions, deletions, and revisions. The incumbent will also provide input to specifications for any commercial maintenance or repair packages to ensure that all required repairs are accurately described and expeditiously awarded. 8. Learning Standards Officer: Serve as a training specialist subject matter expert in U.S. Naval Special Warfare Training curriculum and is responsible for developing and/or evaluating curriculum, instruction, and training materials. Develop implement, modify, and adapt course curriculum to provide the highest-level of basic and advanced training in NAVSCIATTS Courses. Design and manage complete, full-length training courses, or major course units of comparable scope, along subject matter or functional specialty area lines. Work involves original development, evaluation, and revision of NAVSCIATTS training materials or methods. Assignments are characterized by changing or new circumstances, which affect specific situations and require adjustments in methods or approaches different from those in existing guidelines. Work involves extensive planning and organization, analyses of accumulated data and information, and considerable coordination and integration of the work with other functional activities. 9. Public Affairs Assistant: This position is that of the Public Affairs Assistant. Responsible for assisting the Public Affairs Officer in the carrying out of comprehensive public affairs and protocol programs to enhance the understanding of NAVSCIATTS' missions, policies and programs among its internal audiences, the general public, news media, other military and governmental agencies, and specialized community groups and organizations. May also be required to provide Public Affairs support to Special Boat Team TWENTY-TWO (SBT-22), Det Stennis and other NSW or SOF Units operating in the area. 10. Operations Analyst: Provide general and executive administrative support and coordination for the NAVSCIATTS Operations Department. Prepares and updates all N3 required reporting such as Deployment Reports and Defense Readiness and Reporting System (DRRS) to HHQ. Gathers directed information from other Departments and Divisions in drafting the weekly OPSUM for the Commanding Officer via the Operations Officer. Assists in maintaining the official command schedule. This position is responsible for a variety of management support, personnel services, and administrative and clerical duties in the Operations Department. 11. Facility Manager: Facility Manager Duties include planning, organizing and overseeing all activities associated with maintenance, improvements, and upgrades of NAVSCIATTS facilities and grounds. Following are the titles of the courses that shall be provided and taught under this requirement: Senior Leadership Course Waterborne Instructor Course (Coastal) Waterborne Instructor Course (Riverine) Patrol Craft Officer Coastal Patrol Craft Officer Riverine Outboard Motor Maintenance and Overhaul Diesel Systems Overhaul and Maintenance Patrol Craft Hull Maintenance International Small Arms Maintenance International tactical Communications Course Combat Lifesaver Course Instructor Development Course TRAVEL Contractor personnel or any representative of the Contractor shall be required to travel CONUS or OCONUS for up to 4 weeks and Contractor employee's shall possess or be eligible to possess a valid and current passport as applicable to their position at NAVSCIATTS. Transportation, Per Diem and lodging will be in accordance with the Joint Travel Regulations (JTR) DoDD 5154.29. Interested responsible business concerns should submit a capabilities statement no later than 18 APR 2014 at 1200 hours (PST), LIMITED TO 10 PAGES, that describes its products and services and demonstrates its capability to provide these services with positive past performance. The capabilities statement shall include the company name, CAGE Code, small business status (8a, HUBZone, service-disabled veteran-owned, small, small disadvantaged, veteran-owned, woman-owned), and point of contact (POC) name, phone number, and email, for the interested business concern. The capabilities statement should identify by contract number, past or current contract and/or subcontracts that were awarded to the interested firm, period of performance, contract type, contract amount, a description of the relevant corporate experience gained, and a customer POC. Interested business concerns are responsible for adequately marking proprietary or competition sensitive information contained in their response to this SOURCE SOUGHT NOTICE. Questions regarding this SOURCE SOUGHT NOTICE will not be answered but may be used in the preparation of any resulting synopsis or solicitation.
