- Revised Section B Amendment 5 REQUEST FOR PROPOSALS (RFP) E-MAILS ACCEPTED The Government Anticipates Awarding an Indefinite Delivery Indefinite Quantity (IDIQ) FIRM FIXED PRICE Contract from the Solicitation. A COMPLETE SOLICITATION PACKAGE WILL BE AVAILABLE ON THIS SITE APPROXIMATELY MARCH 14, 2014. The work consists of Forest wide road and/or snowmobile trail obliteration for both Divisions on the Lewis and Clark National Forest with Headquarters Office located in Great Falls, Montana. Work includes furnishing all labor, equipment, supervision, transportation, operating supplies, and all incidentals necessary to perform the work. All work and equipment shall be in compliance with the terms, specifications and provisions of this contract. All equipment shall be in good operating condition and shall be operated by competent, experienced operators. Requirements of the Use of Premises Clause, AGAR 452.236-70, all existing facilities such as signs, cattle guards, and drainage structures damaged by the Contractor shall be replaced or repaired by the Contractor at no additional cost to the Government. Pollution and Erosion Control. During all operations under this contract, the Contractor shall exercise reasonable measure to prevent or minimize soil erosion and pollution of water and other resources. All refuse, including camps, parking areas, and equipment maintenance areas shall be stored, collected, and disposed of in a sanitary and nuisance-free manner. Refuse shall be disposed of in State-approved landfills as approved by the Contracting Officer's Representative (COR). The contractor is responsible for location of all utilities prior to ground disturbance. Damaged utilities shall be repaired at the Contractor's expense. Contact "Call Before You Dig" at 1-800-424-5555 prior to any ground disturbance. The Government will obtain all necessary permits for live stream work and Contractor will be responsible to adhere to the specifications listed in the stream permits. Rock/Gravel/Boulder Transport and Placement. In some instances the Government desires the hauling and placement of Government furnished rip-rap type rock, gravel, and/or rock boulders. Haul units (dump trucks) will be tandem axle, 10-12 cubic yard end dump capacity for the transportation of this material. The rip-rap rock and gravel will be used for erosion control and hardening stream crossings. The boulders will be used primarily for blocking access to obliterated travel routes, or for stream gradient control, with the size being 2.5 feet in the smallest dimension. When ordered, the Government will designate the rock source on each Task Order. The work shall consist of loading and hauling the rock from the designated source to the project site, and placement at the project site(s). See Section G-Measurement and Payment Data for further information. Excavator Rental. The Excavator Rental Pay Item will be used when removing culverts from live streams and performing the associated stream restoration work. In addition, the Government may need the use of an excavator to perform work that is not defined in this contract but is considered within the scope of the contract. The rental Pay Item can also be used to obliterate additional miles of road or remove and load gates (other sturctures) if sufficient hours are left from the other work mentioned above. Excavator will be track type, have a minimum of 90 fly wheel horse power, and be equipped with a hydraulic thumb on the bucket (blade would be convient). When an excavator is working under this Pay Item a Government representative must be on site and Contractor is required to give the Government two working days notice before starting this work. Seeding, Dry Method. As ordered by the Contracting Officer from the Schedule of Items (Schedule B), all disturbed ground must be seeded with the following mix of certified weed free seed at the rate of pure live seed of 20 pounds per acre. Contractor must furnish written certification from the supplier that the seed mix is weed free.
