Description
The United States Army Corps of Engineers (USACE) Engineering Research and Development Center - Cold Regions Research and Engineering Laboratory (ERDC-CRREL) intends to make a sole source award to Science and Technology Corporation (STC) upon the basis of the authority provided in 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements. ERDC-CRREL intends to procure the following tasks in support of ongoing Water Resources Geospatial Applications Information Systems Research: 1.Develop New, as well as, Tailor Existing Software for Use in Remote Sensing Environmental Analyses and GIS Research 2.Develop Software of Geospatial Distributions of Environmental Variables to be used in Wetland and Watershed Studies These tasks represent a continuation of research performed by STC during the first two years of Broad Agency Announcement (BAA) contract number W913E5-09-C-0009. No other source can perform these explicit tasks due to their precise correlation to preceding work performed, and the corresponding data gathered and analyzed, by STC under the BAA. In the first task listed above, STC has been the contracting partner for the initial two years of research and development of new remote sensing algorithms using Matlab and ENVI/IDL for improved snow mapping capabilities. STC provided unique competencies in multispectral extraction of environmental parameters from remotely sensed imagery. The first two years of work under this task also supported the development of new climate change geographic information system (GIS) visualization tools with specific geospatial analysis expertise. These skills uniquely qualify STC to perform the third year of this task to finalize R&D and documentation of these methodologies. In the second task listed above, the previous two years of effort were focused on research and development of Ordinary High Water (OHW) testing and regional manuals. STC developed software that produces a statistical model that better describes a plant species' preference for a wetland habitat. The software has been refined over the course of the last two years through continued data collection and analysis. The methods used by STC are inherent to their knowledge and experience from participation in the wetland plant indicator project. STC's unique methods provide continuity for the refinement of the software, resultant model and field testing. Ultimately, leveraging the previous efforts, methods, and inherent knowledge of STC will result in the successful development of a national manual on OHW that is a logical extension of the regional manuals. This Notice of Intent is not a request for competitive proposals; however interested parties may identify their interests and capability to respond to this requirement. Any interested party that believes they can fulfill this requirement should submit a capability statement for review. NOTE: Telephone responses will not be accepted. A determination by the Government not to compete these requirements based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
