Description
This notice does NOT constitute a request for proposal, request for quote, or invitation for bid. The intent of this notice is to notify potential offerors that the Officer in Charge of Construction, Marine Corps Installation East intends to solicit proposals and award a Multiple Award Construction Contract (MACC). The work includes, but is not limited to, new construction, demolition, repair, total/partial interior/exterior alteration/renovation of buildings, systems and infrastructure and may include civil, structural, mechanical, electrical, communication systems, installation of new or extensions to existing high voltage electrical distribution systems, extensions to the existing high pressure steam distribution systems, extensions to the potable water distribution systems, extensions to the sanitary sewer systems, additional storm water control systems, painting, removal of asbestos materials and lead paint, and incidental related work. The source selection evaluation criterion requires offerors to demonstrate experience in new construction, demolition, repair, total/partial interior/exterior alteration/renovation of buildings, systems and infrastructure. Historically the types of buildings and facilities supported include administrative, industrial, warehouses, maintenance, communications, schools/training/education, personnel support, recreational, food services, training areas/ranges, roads, etc. Task orders issued under MACC will be design-bid-build. Task orders will use the Lowest Price / Technically Acceptable (LPTA) source selection procedures and price only award procedures. The procurement method to be utilized is FAR Part 15 - Source Selection, LPTA source selection procedures. The solicitation will utilize source selection procedures, which require offerors to submit a technical proposal, including past performance and experience information, as well as a price (or cost) proposal for evaluation by the Government. The NAICS Code for this procurement is 236220 and the annual size standard is $33,500,000. Offerors shall submit with their offer a bid bond of 20% of the amount of their proposal. The proposed contract will be issued as 100% HUBZone set-aside. Typically task orders will have an estimated construction cost between $50,000 to $5,000,000. There will be a seed project included in this solicitation. The Government intends to award no more than six (6) indefinite delivery, indefinite quantity (IDIQ) MACCs for North Carolina. The Government will give fair consideration to all awardees in placing orders based on criteria stated in the solicitation. The contract term will be a base period of one (1) year plus four (4) option years. Only the base period of the contract will offer a minimum guarantee. The minimum guarantee is $5,000 per contract. The Not-To-Exceed amount for the life of all of the contract awards, including options, is $90,000,000. This action will replace contracts for similar services awarded in 2011. Combined task order requirements issued under all six (6) contracts were not to exceed a maximum amount of one-hundred million dollars ($100,000,000) for the life of the contracts.
