Description
This solicitation is being posted to Federal Business Opportunities (FBO) page located at http://www.fbo.gov/. FBO is the single point of entry for posting of synopsis and solicitations to the internet. Please feel free to use the FBO site to access information posted by NSWC Crane. The Naval Surface Warfare Center Crane Division has a requirement for a Multi Agent Radio-Frequency Path Simulator (MARPS) Plate Encapsulation, designed and fabricated in accordance with the statement of work (SOW) and functional performance specification (FPS). MARPS replicates field testing of ground electronic warfare systems in close proximity to the target device in a controlled environment. MARPS allows testing to be performed at a greatly reduced cost with results that are higher resolution, more consistent, and repeatable. The current requirement will improve on the existing MARPS by designing and fabricating a new MARPS system with increased capacity, reliability, and maintainability. It is anticipated this action will result in a one year firm fixed price definitive supply type contract for 15 encapsulated MARPS plate units. The anticipated delivery term for this acquisition will be FOB Destination, Crane, Indiana. A First Article (FA) unit will be required. All First Article testing will be by the Government. The Contractor shall not be required to perform First Article Testing at their facility or provide any reports. Delivery of the First Article unit will be required 120 days after contract award. The First Article will be considered part of the total quantity. Delivery of the production encapsulated MARPS plates will be required 120 days after First Article approval. Inspection and Acceptance is anticipated to be at Destination. The contract will be entered into on a competitive, best value basis considering technical, past performance, and price factors for award. This requirement will be fulfilled using full and open competition. FAR Part 12 procedures will not be utilized for this procurement. Contractors must be registered in the System for Award Management database, located at https://www.sam.gov and must be certified under the Joint Certification Program (JCP) in order to receive the technical package including the requirement drawings. Offerors may obtain information on annual confirmation requirements by calling 1-866-606-8220 or via the Internet at https://www.sam.gov. Information about the JCP is located at http://www.dlis.dla.mil. The SOW and FPS will be posted to FedBizOpps at the same time the solicitation is posted. FedBizOpps may be accessed at http://www.fbo.gov. The solicitation will be made available on or about 25 April 2014 at Fed Biz Opps. No hard copies of the solicitation will be mailed. For changes made after the closing date, only those offerors that provide a proposal will be provided any changes/amendments and considered for future discussions and/or award.
