- This is a REQUEST FOR INFORMTION (RFI) FOR PLANNING PURPOSES ONLY AND IS NOT A PRE-SOLICITATION NOTICE OF SOLICITATION ISSUANCE. Response to this RFI is strictly voluntary and will not affect any firm or corporation's ability to submit an offer should a solicitation be released. There is no solicitation document associated with this announcement. The requested information is for planning purposes and does not constitute a commitment, implied or otherwise, that a procurement action will be issued. No entitlement to payment by the Government of direct or indirect costs or charges will arise as a result of the submission of contractors' information. The Government shall not be liable for or suffer any consequential damages for any improperly identified proprietary information. Proprietary information will be safeguarded in accordance with the applicable Government regulations. The Omaha District, U. S. Army Corps of Engineers is seeking qualified Small Business Community (SBC) members (Section 8(a), Service Disable Veteran Owned Small Business (SDVOSB), Women Owned Small Business (WOSB) and Small Business (SB) concerns or Small Business - Lead Teams, Small Business Partnership and/or Small Business Joint Ventures) capable of providing services under North American Industry Classification System (NAICS) Engineering Services -NAICS Code 541330 having a size standard of $14M gross annual receipts over 3 fiscal years. This RFI constitutes a market research tool for the collection and analyses of information to determine capabilities and capacity of interested contractors. SCOPE OF SERVICES STATEMENT OF WORK Conduct Airfield Obstruction Survey (AOS) for an Instrument Flight Rules (IFR) fixed wing runways and IFR rotary wing runways and helipads along with compass calibration pad (CCP) recalibration surveys and minimal airfield design work. The AOS shall be conducted as a field survey only, NOT employing aerial photogrammetric or LiDAR based methods. The AOS shall be completed using the army standards for obstruction identification surfaces (OIS) and analysis methods as specified in the UFC 3-260-1. The compass calibration survey shall be conducted in accordance with one of the methods specified in UFC 3-260-1 Section 10. All DoD Services are aligning to use the airfield obstruction survey guidance set by the National Geospatial Intelligence Agency (NGA). Per the US Army Aeronautical Services Administration (USAASA), all Army airfield obstructions from this point forward must comply with the NGA guidance including the requirement to base the survey in EGM96. Obstruction survey data is used to determine if approaches for aircraft using instrument landing systems are safe. The application of EGM96 directly affects how obstacle elevations are reported. Errors in reporting obstacle elevations could affect the safety of aircraft and personnel, so experience with EGM96 is critical. TYPES OF CONTRACTS The Government may award up to two (2) Indefinite Delivery Type contracts. Based upon approval, it projected that each contract awarded will have a basic order period of five (5) years from the time of award. The combined total contract capacity will not exceed an estimated $5M. The estimated magnitude of individual task orders is $75,000.00 and $150,000.00. SUBMISSIONS Offerors response to this Sources Sought Notice/RFI shall be limited to 6 pages and shall include the following information: GENERAL INFORMATION (1) Offerors name, address, point of contact, phone number, and e-mail address; (2) Offerors CAGE and DUNS; (3) Offerors Business Size and type of small business in relation to NAICS Code 541330 (Other Than Small Business, HUBZone, Service Disabled Veteran Owned Small Business, 8(a), Women Owned Small Business or Small Business. PAST PERFORMANCE INFORMATION (5) Offerors capability to perform work: Project Examples: A.Provide three examples of airfield obstruction surveys completed at military airfields within the last five years using only field survey methods. Airfield obstructions surveys conducted using photogrammetric or LiDAR to determine obstructions will not meet the project requirements. The projects must clearly demonstrate the following i.Survey was conducted using EGM96 (Earth Gravitational Model 1996) or later; ii.Obstruction evaluation and analysis was conducted using the imaginary surfaces defined in the UFC 3-260-1; iii.Use of the 2-point method or runway profile to define imaginary surfaces (the 2-point method uses elevation points at each both ends of the runway to define the primary surface as opposed to the 1-point method which uses just the lowest runway end elevation); iv.GIS data deliverables which comply with SDSFIE and FGDC metadata standards. B.Provide one example of a compass calibration pad (CCP) recalibration surveys or survey and setting of a new CCP. C.Provide one completed airfield design project which includes one of the following: design of airfield obstruction elimination or mitigation measures, design and evaluation of airfield repair and maintenance projects, design of electronic NAVAIDS (navigational aids) and airfield lighting, design of new roadway pavement, construction cost estimating and preparation of estimates using Micro Computer Aided Cost Estimating System (M-CASES) and review of airfield obstructions surveys and design plans done by other contractors. For each project example, include a brief description of the project, offeror's role as a prime contractor or subcontractor, customer name, timeliness of performance, customer satisfaction, and dollar value of the project. a) For obstruction projects, include the guidance under which the obstruction survey was performed and date of project completion. b) For CCP projects, specify which UFC 3-260-1 method that was used to determine magnetic soundness and which method was used to evaluate magnetic north. D.Offerors Joint Venture information if applicable; and E.Utilization of Small Business Participation. OTHER INFORMATION (6)Capability and capacity to perform nationwide and/or worldwide. Outline the regions and/or states in which your firm can perform the services requested. (7) Demonstrate capability and capacity to perform services on multiple task order awards concurrently. (8)Other Than Small Business Service providers shall include their documented compliance with an approved Small Business Subcontracting Plan. Interested Offerors shall respond to this Sources Sought Notice no later than close of business, 29 April 2014. All interested contractors must be registered in SAM (www.sam.gov) to be eligible for award of Government contracts.
