- This Small Business Sources Sought Notice is for information and planning purposes only and shall not be construed as a solicitation or as an obligation or commitment by the Government. This notice is intended strictly for Market Research. The National Institutes of Health (NIH), National Institute of Diabetes and Digestive and Kidney Diseases is conducting a market survey to determine the availability and technical capability of qualified small business, veteran-owned small business, service-disabled veteran-owned small business or HUBZone small businesses capable of providing preparing and administering payments to research volunteers and be knowledgeable about the issues associated with payment of said volunteers. The Phoenix Epidemiology & Clinical Research Branch (PECRB) conducts research related to Type 2 diabetes and its complications. The National Institute of Diabetes and Digestive and Kidney Diseases (NIDDK) supports and conducts research to increase our understanding of these diseases and to develop improved means of prevention; diagnosis, and treatment. Many of the diseases of interest to NIDDK are more common among American Indians than in the general U.S. population. The NIDDK's research activities are dependent upon e participation of American Indian Volunteers (and a smaller number of non-Indian volunteers) in approved medical research studies Conducted at the Phoenix Indian Medical Center and the Hu Hu Kam Memorial Hospital. PECRB has permanent research facilities in two locations: (1) at the Phoenix Indian Medical Center (PIMC) in Phoenix, Arizona; and (2) at the Guadalupe Clinic in the township of Guadalupe to conduct research related to Type 2 diabetes and its complications among American and Yaqui Indians respectively. For example, greater than fifty percent (50%) of adult Pima Indians and more than twenty percent (20%) of adults in many other tribes have diabetes. Therefore, the NIDDK's Phoenix Epidemiology and Clinical Research Branch was established to study this high-risk population. Specifically, the Contractor shall have knowledge of preparing and administering payments to research volunteers and be knowledgeable about the issues associated with payment of said volunteers. The Contractor shall support the participation of American Indians and non-Indians who volunteer for approved medical research projects conducted by the NlDDK. The Contractor shall be responsible for paying these individuals, including writing and issuing checks, maintaining payment files, and satisfying the requirements of the Internal Revenue Service with respect to reporting earned income. The services of a contractor are required to facilitate the participation of the volunteers. Experience has shown that prompt payment to volunteer study participants is essential for both the recruitment and retention of volunteers as study participants. Consequently, on-site payment to volunteers on the day of hospital discharge or at the completion of outpatient studies is a requirement of the contract. It is also essential that the contractor maintain a bank account with a financial institution represented in the greater Phoenix metropolitan area for the purpose of issuing payment checks. All respondents are requested to identify their firm's size and type of business. Interested firms responding to this market survey must provide (a) capability statement demonstrating their experience, skills and capability to fulfill the Government's requirements for the above. The capability statement shall be in sufficient enough detail, but not to exceed 15 pages, so that the Government can determine the experience and capability of your firm to provide the requirements above. Your capability statement, not to exceed 15 pages, should include references. One copy of the capability statement must be received at the address identified in this synopsis by no later than 10 days prior to close of business (11:00 A.M. local time at designated location) on April 21, 2014.
