Description

NOTICE: The Regional Contracting Office MCIWEST, Camp Pendleton, CA is conducting market research to determine if there are a sufficient number of businesses interested in and capable of providing a complete overhaul and recondition of a 2001 Caterpillar Landfill Compactor, model 826G. The compactor is located on Camp Pendleton and can be delivered by the government to a contractor located within 100 miles in order to reduce government costs. The North American Industry Classification Standard (NAICS) Code for this project is 811310. Small Businesses are encouraged to respond to this Sources Sought Notice. It is requested that interested businesses submit to the contracting office a brief capabilities statement, no more than 3 pages in length (single-spaced, 12-point font minimum, not to exceed 2MB of data) that clearly details the firm's ability to perform all aspects of this notice. The package must also address relevant experience in performing efforts of similar size, scope and complexity within the last three years to include contract number, indication whether a prime or subcontractor, contract value, contract point of contact and current telephone number. Contractors are reminded that THIS SOURCES SOUGHT NOTICE IS NOT A REQUEST FOR PROPOSAL. The purpose of this Sources Sought Notice is to gain knowledge of potential qualified small business sources capable of performing the described work. Responses to this Sources Sought Notice shall not constitute responses to solicitation, which is not currently available. As stipulated in FAR 15.201, responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract. The Sources Sought Notice is not to be construed as a commitment by the Government, nor will the Government pay for the information submitted in response. Respondents will not be notified of the results of any government assessments. The information received will be utilized to assist in formulating the acquisition. No proprietary, classified, confidential, or sensitive information should be included in your response. SCOPE OF WORK: The work requested is a complete overhaul and recondition of equipment in order to extend its service life. The requirement is to disassemble, rebuild/replace components as required, and reassemble systems and subsystems on a 2001 Caterpillar Landfill Compactor, model 826G. Components will be cleaned, painted, and reapplied decals as required per manufacturer's specifications. Components will be rebuilt or replaced to meet manufacturer's specification. The diesel engine will be replaced with a Tier 3 emissions compliant engine with a similar horsepower and torque rating. The overhaul will include all manufacturer engineering upgrades for this model compactor to include a machine diagnostic port (product link 421) which allows installation of current troubleshooting technology. The compactor will be fully operational as per manufacturer's specifications and covered by the Caterpillar no-cost, 3-year/5,000-hour Tier 3 powertrain warranty.
