Description
Notice of Intent to Contract Using Other Than Full and Open Competition. The United States Army Contracting Command - Warren (ACC-WRN) intends to award a contract modification on a sole source basis on or about May 26, 2014 to A.T. Kearney Public Sector & Defense Services, LLC. The period of performance will be from date of award through December 31, 2104. The statutory authority permitting Other than Full and Open Competition is 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The prospective contractor shall provide updated reports expanding the current Program Executive Office Combat Services and Combat Support Services (PEO CS&CSS) Phase I Tactical Wheeled Vehicle (TWV) Industrial Base (IB) Study, as well as detailed training sessions with the TACOM LCMC Industrial Base Office in support of the TACOM Arsenal strategy report. A.T. Kearney Public Sector & Defense Services, LLC has completed the initial PEO CS&CSS Phase I IB Study & TACOM Arsenal Strategy efforts. The action is for the continued support of services of the IB Study and Arsenal Strategy efforts. The work to be performed under this contract includes support for an updated briefing/report expanding the initial PEO CS&CSS study to include prime/organic and sub-tier contractors, as well as any identified emerging issues. In addition, the effort requires the contractor to prepare a consolidated Executive Summary providing summarized data, issues, and possible Courses of Action or recommendations to the PEO CS&CSS. The North American Industry Classification System (NAICS) code for this requirement is 541690, Other Scientific and Technical Consulting Services, with a size standard of $14.0 million. No solicitation will be issued for this modification. This notice of intent is not a request for competitive proposals or solicitation of offers. However, in accordance with FAR 5.207(c)(16)(ii), all responsible sources may submit a capability statement, proposal, or quotation within 45 days after date of publication of this synopsis, which shall be considered by this agency. All responses must be submitted to the Government point of contact at the email address shown below. A determination by the Government not to compete this proposed contract based upon response to this notice is solely within the discretion of the Government.
