Description
Fish Markers Synopsis The U.S. Fish & Wildlife Service (USFWS), Columbia River Fisheries Program Office (CRFPO) has a requirement for fish markers with a private temporary service firm to provide temporary employees for fish marking projects at Federal, State, and Tribal hatcheries in Idaho, Oregon, and Washington. Temporary employees and duties consist of the following positions: Fish Marker, Fish Marker Assistant, and Automated Trailer Technicians. Contractor will be responsible for screening, hiring and providing temporary fish markers and other staff for USFWS Columbia River Fisheries Program Office marking projects throughout Idaho, Oregon, and Washington. Contractor will conform to the Department of Labor Service Contract Act and provide detailed payroll information relative to hours worked by employees, current billing rate and extended amount due for the employee and copy of invoice that will be submitted through the Internet Payment Platform (IPP). This program will consist of one or two awards using an Indefinite Delivery/Indefinite Quantity (IDIQ); however, the Government reserves the right to award to a single vendor. No pre-proposal meeting will be held. All Offerors must be registered to the System for Award Management (SAM) (previously CCR and ORCA) in accordance with FAR 52.204-7 to be considered responsive to this solicitation. The Service Contract Act will apply to include fringe benefits and Health and Welfare. Service Firms should be located within the Pacific Northwest and must be able to provide backup if a temp is not available. Tentative scheduling shall be made at least 10 days in advance of requirement, with a firm schedule provided within 3 or 4 days of actual requirement. The proposed action will result in an IDIQ firm fixed price with economic price adjustment for small business concerns, the NAICS code is 561320, Size Standard $13.5. The work located at various hatcheries in the following states Idaho, Oregon and Washington and contractor must be able to service these areas.
