- RFP THIS IS A PRESOLICATION NOTICE ONLY - The Health Resources and Services Administration (HRSA), Maternal and Child Health Bureau (MCHB) is planning to issue a solicitation to purchase services to conduct a maximum of two evidence-based reviews of newborn/child genetic/medical conditions per year for the consideration of the Discretionary Advisory Committee on Heritable Disorders in Newborns and Children Committee (Committee). Services will include providing reports and manuscripts for publication in scientific journals. The solicitation will be issued as full and open with a base period of performance of twelve (12) months with four (4) option periods of (12) months each. The Government intends to issue a solicitation on or about April 10, 2014. The required services will be procured in accordance with FAR Part 15 - Contracting by Negotiation. The North American Industrial Classification System (NAICS) code for this acquisition is 541720 and the size standard is $19.0 million. Description This procurement will purchase services to conduct evidence-based reviews of a maximum of two nominated newborn/childn medical/genetic conditions to inform the Committee's decision making process when considering conditions for the Recommended Uniform Screening Panel (RUSP). Additionally, manuscripts suitable for national peer-reviewed scientific journals will be produced for each genetic/medical condition reviewed. Each review and final manuscript/report must be completed within nine months from the assignment date. The contractor shall conduct systematic evidence-based reviews of rare, genetic conditions and their corresponding newborn screening test(s), confirmatory test(s), and treatment. The reviews shall include an analysis of the benefits and harms of newborn screening for the condition at a population level. Reviews should also include an assessment of the public health impact which examines the feasibility, readiness, and cost implications of newborn screening programs to adopt comprehensive screening for the condition under consideration. All future information regarding this acquisition, including the solicitation and any amendments, will be distributed solely through the FedBizOpps website (www.fbo.gov). Copies of the solicitation document and its related documents, as appropriate, will be posted at this website. Interested parties are responsible for monitoring the FedBizOpps website to assure that they have the most up-to-date information regarding this acquisition.
