Federal Wage Determination Statement of Work Engineer Drawings Solicitation Number: WC-133C-14-RQ-0362 Planned Posting Date: 11 APR 14 Planned Response Date: 25 APR 14 Classification Code: J-Maintenance, Repair, and Rebuilding of Equipment Set Aside: Small Business Set-Aside NAICS Code: 238220 Notice Type: Combined Synopsis/Solicitation Title: HVAC Duct and Equipment Cleaning at Hollings Marine Laboratory (Charleston, SC 29412) DESCRIPTION This solicitation is being issued as Request for Quote (RFQ). Written quotes are being requested. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This is a solicitation from the United States Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Acquisition Division-Kansas City (EAD-KC), 601 East 12 th Street, Room 1734, Kansas City, MO 64106. The requirement is to provide HVAC duct and equipment cleaning in accordance with the Statement of Work (see attached). This RFQ and the following incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC)-72. This procurement is set-aside 100% for small business and the associated NAICS code is 238220 with a size standard of $14 million. All services under this contract shall be FOB Destination and the place of acceptance is National Ocean Services (NOS) Hollings Marine Laboratory (HML), 331 Ft. Johnson Rd., Charleston SC 29412. EAD-KC requires that all contractors to be eligible for award, the quoter must be registered in the System for Award Management (SAM.gov) database and complete the “Core Data”, “Assertions”, “Representations and Certifications”, and “Points of Contact”. No award can be made to a company not registered in SAM. STATEMENT OF WORK is an attachment to this announcement. FEDERAL WAGE DETERMINATION is an attachment to this announcement. ENGINEER DRAWINGS is an attachment to this announcement. SITE VISIT : All vendors interested in submitting a quote are encouraged to attend a site visit at HML to be held on April 17, 2014 at 10:00 a.m. local time. During the site visit, prospective vendors will have the opportunity to review engineering drawings, duct work, and associated HVAC equipment that will require cleaning. They may also inspect locations around the facility where material laydown areas can be set up and where crane will needed to be set up to raise and lower the material to the roof. After the conclusion of the site visit please submit any questions to the Contract Specialist, James D. Moore no later than 21 April, 2014 at 2:00 p.m. via e-mail at james.d.moore@noaa.gov. Any changes to the SOW based on the Site Visit will be submitted as an addendum to the solicitation. All engineer drawings are considered part of the SOW. The COR/ Facility Manager and Chief Engineer will be available to answer questions and provide handouts on existing systems during the site visit. PRICE/QUOTE : This is an order for commercial services. The line item(s) will be quoted and completed in accordance with the terms and conditions and specifications specified in the attached statement of work (SOW) including standard commercial one (1) year warranty for all work and parts. The Department of Labor Service Act Wage Determination for the Charleston, SC, Charleston County in which the work is to be accomplished is applicable. Prices quoted for contract line item number (CLIN) 0001 shall be firm-fixed-price inclusive of all costs. The Government intends to make an award to the responsive responsible quoter offering the lowest evaluated quotation price that meets or exceeds the acceptability standards of the non-cost factors. The following factors on a pass/fail basis will be used to evaluate quotations 1. Past Performance References (no more than 3): The offeror’s past performance on related contracts will be used to evaluated to determine, as appropriate, successful performance of contract requirements, quality and timeliness of delivery of goods and services, cost management, communications between contracting parties, proactive management and customer satisfaction. Past performances references shall include the following information: company name, address, contact person’s name, phone number and e-mail address and the date of completion of that work. 2. Certifications for proposed technicians (experience and qualifications). 3. Proof of Insurance in accordance with CAR 1352.228-70 or verifiable proof of the ability to obtain such insurance. Acceptable examples will be a letter from insurance company or insurance quote. 4. Copy of Business License in the applicable state and county of registration. A successful quotation will contain the quotation and items 1-4 listed above for quotation evaluation.
