- Mission and Installation Contracting Command (MICC) - Knox is conducting market research for the following requirement: Army Trademark Licensing Program, Trademark Solution for Officially Licensed Hang Tags, Holographic Stickers, Package Seals, and Track and Trace Technologies. Under Title 10-301(b) (1), the Secretary of the Army is responsible for, and has the authority necessary to conduct all affairs of the Department of the Army, including the function of recruiting. The Secretary of the Army has designated the Assistant Secretary of the Army (Manpower and Reserve Affairs) as the proponent for the Army's Trademark Licensing Program (ATLP) which is executed under the guidance of the Deputy Assistant Secretary of the Army (Marketing) within the Army Marketing and Research Group. The purpose of the ATLP is to augment and support the Army Enterprise Brand as well as the U.S. Army Recruiting and Advertising Program. The purpose of this requirement is to procure trademark solution services and management for Officially Licensed Hang Tags, Holographic Stickers, Package Seals, and Track and Trace Technologies. Firms shall be able to provide the following capability to the Army in order to fulfill this requirement: The ability to include highly detailed elements within the hologram as well as nano-sized elements for increased security. Holograms that blend complex conversion techniques combined with high security capability. The ability to provide numerous layers of security that can be added seamlessly to any product in order to leverage security features of the hologram. Have a proprietary manufacturing process that is secure resulting in a true multi-layer secure hologram device. Hang tags with unique shapes, laser serialization, and unique graphic visual effects. The capability to provide package seals that provide the consumer the ability to determine whether a package has been tampered with (breached). Track and trace technology that provides the ability to query a database for use as a verification system for review and approval of artwork. Responses must be received no later than 2:00 p.m. eastern standard time, on 24 April 2014. The following information is required: 1. Name of firm with address, phone, e-mail address, and point of contact; 2. Company size: small or large, and any other small business classification (if applicable); 3. Qualifications: Responses to this sources sought synopsis shall indicate specialized experience relevant to this requirement or a synopsis of the contractor's capabilities; 4. Firms submitting responses shall present their information in a matrix format showing relevant contracts that they have performed which are similar in scope. The matrix shall show the most recent, up to five contracts, that prove you can meet each qualification criteria listed above. Include project number, project location, description of work requirements, and point of contact for each effort. This synopsis is not a request for proposal. It is a market research tool being used to determine procurement strategy. Appropriate procurement strategy will be determined after consideration of industry response to this sources sought synopsis. The government is not obligated to, and will not, pay for any information received from potential sources as a result of this synopsis.
