Description
The purpose of this Contract is to strengthen the overall transparency, accountability and effectiveness of governance in Georgia, including the legislative and executive branches at various levels. This is to be achieved by building linkages between different branches and levels of government in key governance systems and processes, including for enhanced public participation in and public information about those governance systems and processes for all Georgians-regardless of ethnicity, religion, or status-to ensure greater government accountability. The Good Governance Initiative (GGI) will focus assistance on strengthening key governance reforms designed to establish or strengthen critical systems, processes and, practices and systems that ensure greater government transparency, accountability and effectiveness in operation and service delivering. This is one of three democracy and governance projects under the USAID Mission's 2013-2017 CDCS. Please see link below: https://www.fbo.gov/?mode=form&id=ba693900eb77cfb69b775d1e850bf59b&tab=ntype Subject to the availability of funds, USAID intends to provide the funding in the range of $9,000,000 - $11,300,000 for this 5 year Contract. This Contract is structured according to Results and Outcomes, along with illustrative interventions. Illustrations interventions will be provided to guide thinking and should not pre-determine applicants' proposed approach. Given budget limitations, applicants must apply a considerable amount of selectivity and strategic focus when proposing interventions to determine what will be the most impactful and value-added approaches. The RFP for this requirement is expected to be issued at the beginning of May 2014 on: fedbizops.gov. When the RFP is issued, any amendments thereof will be posted at: www.fedbizopps.gov. Interested parties are advised to periodically monitor the above website for updates concerning this procurement. Prospective Offerors are advised that this procurement is subject to the availability of funds. This pre-solicitation notice in no way obligates USAID to award a contract nor does it commit USAID to pay any cost incurred in the preparation and submission of a proposal. This is not an 8(a) set-aside.
