Description
NOTICE: Only local sources will be considered under this solicitation. Local sources are sources (e.g. corporations or partnerships) that are physically located in Japan and authorized (i.e. licensed, registered, etc.) to perform in Japan the type of work specified in this solicitation. Specifically, a prospective offeror must be duly authorized to operate and conduct business in Japan and must fully comply with all laws, decrees, labor standards, and regulations of Japan during the performance of the resulting contracts. In addition, prior to award of the contracts, offerors must be registered with the Government of Japan to do work in Japan and possess necessary licenses and permits to perform work required under this solicitation. PROJECT INFORMATION: The proposed Design-Build FY14 MILCON P-011, Communications System Upgrade expands and upgrades cable distribution infrastructure on CFAY and renovates a storage cave for use by Naval Computer and Telecommunications Station Far East (NCTS FE). This project supplements the programmed Japanese Facilities Improvement Program (JFIP) project for a telephone exchange. The JFIP project will construct a new facility and will include a new telephone exchange and NCTS FE administration, operations, command suite and base communications office (BCO). Upgrade cable distribution infrastructure including construction of cable pathway, maintenance holes, and copper cable. Renovation of storage cave CB14 includes repair and replacement of HVAC and dehumidification system; upgrades to electrical and lighting systems; demolition and disposal of existing system infrastructure within storage cave; installation of commercial shelving system; repair floor drainage; refinish and raise concrete floor. This project will provide Anti-Terrorism/Force Protection (AT/FP) features and comply with AT/FP regulations, and physical security in accordance with DOD Minimum Anti-Terrorism Standards for Buildings. Site preparation includes possible contaminated soil mitigation at the storage cave site. Electrical utilities include communications distribution including telephone cabling, underground ducts and intermediate trunk line splicing. The estimated magnitude of this project is 1,000,000,000 YEN to 2,500,000,000 YEN. The solicitation will be issued on or about 29 April 2014. 1. It is the responsibility of interested parties to check FedBizOpps as to whether the solicitation and/or amendment(s) have been issued. 2. Companies that have not submitted a Bidder Mailing List Application to this office on or after April 2005 are requested to go to the U.S. Army Corps of Engineers, Japan Engineer District, Contracting Division website at http://www.poj.usace.army.mil/business_opportunities/procedures.html to download a Bidder Mailing List Application. Such companies shall be required to complete a Bidder Mailing List Application and submit documents that show they are registered with the Government of Japan to do work in Japan and possess necessary licenses and permits required to perform the work required under this solicitation prior to or at the time of proposal submittal. 3.
