- SOURCES SOUGHT NOTICE DEPARTMENT OF VETERANS AFFAIRS (VA) The DEPARTMENT OF VETERANS AFFAIRS/CENTRAL ARKANSAS VETERANS HEALTHCARE SYSTEM (CAVHS) is requesting space in proximity to downtown El Dorado, AR 71730 to establish a government staffed Community Based Outpatient Clinic (CBOC). The location should be accessible to local public transportation routes in an effort to provide transportation to eligible veteran patients who would use the CBOC. The space shall be located in an Office/Clinical setting, on an attractively landscaped site containing one or more modern office buildings that are professional and prestigious in appearance with the surrounding development well maintained and in consonance with a professional image. The CAVHS intends to lease space in the downtown area. **NOTE THIS IS NOT AN OFFICIAL SOLICITATION BUT A SOURCES SOUGHT TO SEE WHAT IS AVAILABLE IN THE AREA** The area of consideration is defined below: Space Type: Clinical with Office (30 Clinical/2 Office/1 Conference Room) Net Usable Sq. Ft: 9,000 net useable square feet (max) 7,000 nusf (Min) Parking Spaces (Total): 30 min - 50 max Delineated Area: The downtown El Dorado area is defined as properties located within the following boundaries: North: Calion Cutoff South: HWY 82 East: HWY 167/7 West: N. Bradford St. Full Term: 10 Years / Firm Term: 6 Years No other areas will be considered for the clinic. To be considered, space must be within five miles of the Downtown Area as specified above. ADDITIONAL REQUIREMENTS: The offered space: "Shall meet Federal and State Government requirements for fire safety, accessibility, seismic and sustainability standards per the terms of the Lease. "The space shall be fully serviced. "Hours of operation: Mon - Fri 7:30 AM - 4:30 PM CST "Shall not be in the 100 year flood plain. "Space shall not be next to a bar, liquor store or like establishment; "Space shall not be located near a residential hotel; and "Space shall not be located near an area where it is known that illegal activities occur such as illegal drugs sales. "Is preferred to be located on ground floor, if not, space must be ADA compliant to include elevator "A minimum of 30 on-site parking spaces is required. Access to the space from parking must not involve traversing a busy road, highway or other thoroughfare. "Space must be available for occupancy No Later Than Mar 15, 2015. "A market survey, including an appraisal of properties offered for lease will be conducted by the VA. "Responses shall include, a description that the property meets the minimum space/parking requirements above, a photo of the building, general layout of the space offered, location of the space and approximate SF cost, should be mailed to the below address listed. Brokers or legal representatives must show written acknowledgement and permission to represent the property. Expressions of Interest Due: April 25, 2014 no later than 4:00 PM CST SUBMISSION REQUIREMENTS: Net usable square feet does not include such areas as stairs, elevators, mechanical and utility rooms, ducts, shafts, vestibules and public corridors, and public toilets required by local code. The Government is limited by law (41 C.F.R. 102-73.55) to pay no more than the appraised fair rental value for space. "RESPONDENTS ARE ADVISED THAT THE VA ASSUMES NO RESPONSIBILITY TO AWARD A LEASE BASED UPON RESPONSES TO THIS ANNOUNCEMENT AND THE VA WILL NOT REIMBURSE ANY COSTS ASSOCIATED WITH RESPONSES TO THIS ANNOUNCEMENT. VA staff will conduct a market survey of properties offered for lease.
