Description
Sources Sought: IT Project Management Support The National Gallery of Art is leading a project with six other leading museums (partners) to develop an open source document management system to serve the art conservation community. An initial version of this system was recently completed, built on Alfresco and other open source software modules. We are about to embark on the next phase of the project (approximately 18 month duration) during which the current system will be enhanced with additional functionality, improvements to the user interface, re-architecting the existing system to a multi-tenant operational model, and development of APIs for integration with museum collection management and digital asset management systems. The National Gallery of Art is seeking immediate support for the IT management of this project. Small firms, including individuals, are encouraged to respond. The IT Project Management would provide day to day management of the technical aspects of this project, working in partnership with the Gallery's non-technical Project Manager. Duties would include: 1. Close management of an offshore development organization and one or more other organizations that may assist in specialized areas, such as usability and interaction design. 2. An in-depth understanding and management of requirements for this phase of the project as they are built using an agile development methodology. This responsibility implies day-to-day communication with the offshore development organization, in-depth review of hundreds of detailed use cases and requirements, leading the negotiations about high/medium/low priorities, and when the functionality is developed, the in-depth testing of the functionality. 3. Technical leadership for the review process of all technical documentation for the project, which includes coordination with IT staff at the Partner institutions. 4. Maintenance and reporting of project schedules, sufficiently detailed to ensure all work is tracked and coordinated. 5. Development of draft materials for contract modifications and/or for future phases of the project, as required. Key background for the IT Project Manager: Experience managing multi-million dollar projects including development and configuration of any or all of the following classes of enterprise systems: document management, content management, digital asset management, workflow management. Firms that are interested and feel they are qualified to meet the above requirements are invited to respond with a brief description of their qualifications (5 page limit) and sample resumes. The Gallery will review these submissions and may invite firms in for further discussions as part of this market research. Please also provide information (1 page limit) on existing contract vehicles and labor category rate(s) that could be used for this engagement and any specific requirements the need to be discussed around this support. All work will be done on-site at the Gallery during normal business hours. Due to budget limitations, we will be looking for rates that fall within the $75/hour to $110/hour range, based on the qualifications of the proposed personnel but we are open to discussions on your rates if they fall outside this range.
