Description
Request for Information Learning and Employee Development System (LEDS) The U. S. Department of Veterans Affairs (VA) Learning University (VALU) is aligned to VA's Office of Human Resources Administration (OHRA) and functions as the VA's corporate University. VALU supports continuous learning and development to enhance leadership, occupational proficiencies, and personal growth of VA's 350,000 employees. VA's current Talent Management System (TMS) is the Agency's official system of record for completing, recording, and reporting mandatory training for its employees as well as approximately 200,000 non-employees such as contractors, medical trainees, volunteers, etc. VA uses Plateau/SuccessFactors' Talent Management Suite which is nearing the end of its lifecycle and will no longer be supported as of August 2016. A follow-on solution is required to ensure VA's strategic goals, major initiatives and mission-critical learning and development requirements receive uninterrupted support. The scope of the LEDS initiative is to implement a complete, integrated learning and employee development system. This system must provide VA with the capability to manage users/ learners, supervisors, and administrators; develop, deliver, launch, complete, and track all learning content; facilitate creating standardized training content; support a mobile learning strategy; support VA accreditation needs which includes healthcare, financial, government, and professional organizations; deliver web-based instruction using a variety of delivery media; support blended instruction utilizing a variety of asynchronous and synchronous delivery media; support social learning; provide standard, custom, and ad-hoc reporting along with customizable dashboards; support functions such as competency assessment and management, electronic Individual Development Plans (IDPs), gap analysis, and workforce analytics; integrate performance management, including 360- and 180-degree assessments. Technically, the system must be accessible to users and able to deliver dynamic content inside and outside of the VA firewall, and be robust enough to handle 1 million learning users, 25,000 administrators, and 95 million transactions daily. The system must be able to interface with a variety of internal and external systems to create and update user records, record learning, and handle batch transaction processing. Standard VA Enterprise requirements such as Security, Privacy, Trusted Internet Connection (TIC) architecture, and Section 508 compliance apply. Also, per VA guidelines for records management, at least the past seven years of learning records must remain accessible for reporting. All companies interested in participating in this effort please note their interest and provide indication of their respective capabilities to provide the enterprise requirements described in the attached LEDS Requirements Matrix spreadsheet. The company must also respond to the following questions: 1.Provide a brief summary or capabilities statement of your technical approach to meet the requirements. 2.Provide a list of the applications or systems your company would deliver to meet the stated requirements. 3.What approximate percentage of the proposed solution can provide the functionality described in the LEDS Requirements Matrix "out of the box" (i.e., already available to customers without the need for customization)? 4.Provide a Rough Order Magnitude (ROM) cost to implement your proposed solution with the functionality, licenses, and hosting to support the attached requirements well as the migration of existing VA data, content, and integrations. Please also include an estimate of maintenance costs of the solution once it has reached sustainment. 5.What is the timeframe you would require to implement the proposed solution from award to full operational capability, including the migration of existing VA data, content, and integrations? 6.Identify current customers and provide references (name, phone number, and email address) for the organizations you support with a similar size and scope to VA. 7.Please denote the business size for North American Industry Classification System (NAICS) Code 541511 Custom Computer Programming Services. Please include company name, company address, and DUNS Number (if applicable). Also, please indicate if you, your teammates and/or subcontractors are a Service Disabled Veteran Owned Small Business or a Veteran Owned Small Business. 8.Please indicate if you are a contract holder on any Government contract vehicles where your company's services can be acquired (e.g. GSA Federal Supply Schedule or other Government-Wide Acquisition Contracts). This RFI is for planning purposes only and shall not be considered an Invitation for Bid, Request for Task Execution Plan, Request for Quotation or a Request for Proposal. Additionally, there is no obligation on the part of the Government to acquire any products or services described in this RFI. Your response to this RFI will be treated only as information for the Government to consider. You will not be entitled to payment for direct or indirect costs that you incur in responding to this RFI. This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. The information provided may be used by the VA in developing its acquisition strategy and Performance Work Statement. Interested parties are responsible for adequately marking proprietary, restricted or competition sensitive information contained in their response. The Government does not intend to pay for the information submitted in response to this RFI. Page limit for the response is fifteen (15).
