- This is a Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding the availability and capability of all businesses in relation to this requirement Your response to the information requested will assist the Government in determining the appropriate acquisition method. TIMBER HARVESTING SERVICES The Government is considering the sale of sawtimber and pulpwood products. The harvesting areas will consist of natural stands of oak, tulip, poplar, beech, and hickory trees. Both pine and hardwood trees will be marked for harvesting. Individual harvesting areas are bound by improved roads and/or creeks (hardwood drains), which are shown on all harvest maps. The purchaser will be responsible for the cutting and removal of forest products. The harvesting areas are in a variety of locations on Aberdeen Proving Ground (APG), in Harford and Baltimore Counties Maryland. Harvesting will occur in a variety of terrain, to include wetlands, coastal plain and piedmont. Harvesting areas combined will be approximately 250 acres per year. Contractors shall adhere to the harvesting boundaries as identified on the ground, as indicated on individual harvesting maps, or designated by the contracting officer or his/her authorized representative. The U.S. Army Contracting Command- Aberdeen Proving Ground (ACC-APG), Garrison Division, intends to issue an invitation for bids (IFB) for the sale of the following US Government timber products (bids shall be on a firm-fixed price quote mark per ton quote mark basis): 0001 Mixed Sawtimber/Pulpwood 0002 Disaster/Emergency Services Multiple awards are anticipated. The IFB will be issued in accordance with FAR Part 14, Sealed Bidding, and will be issued via the Army Single Face to Industry (ASFI) portal (https://acquisition.army.mil/asfi/) to the Federal Business Opportunities (FedBizOpps) website at http://www.fbo.gov. The IFB number is W56ZTN-14-B-0001; hard copies of the IFB will not be issued. It is incumbent upon contractors to monitor the Government Wide Point of Entry (GPE) for the IFB release and all subsequent amendments. The IFB will be issued for full and open competition. The North American Industrial Classification Code (NAICS) is 113310. The details of the salients will be included on the IFB. All responsible sources are invited to submit a proposal which shall be considered by ACC-APG. PRE-BID CONFERENCE The Government will hold a pre-bid conference IAW FAR 14.207 on 22APR14 at 8:00a.m., building E4630, Aberdeen Proving Ground 21010. Interested firms may attend with a limit of two (2) attendees per firm. To register, submit attendees' names via email to david.a.macintyre.civ@mail.mil NLT 21APR at 1:00 p.m.; include the solicitation number (W56ZTN-14-B-0001) in the subject line. Bidders are invited, urged, and cautioned to inspect the property to be sold prior to submitting a bid under this IFB. This notice does not obligate the Government to award a contract or otherwise pay for the information provided in the response. Respondents are advised that the Government is under no obligation to acknowledge receipt to any information submitted. See attached DRAFT Statement of Work.
