Description
The Naval Air Systems Command (NAVAIR) intends to issue an order under Basic Ordering Agreement N00019-12-G-0006 with the Bell-Boeing Joint Program Office on an 'other than full and open' competitive basis to address supportability impacts to the V-22 Ice Protection System. The Pendulum Assembly and Spinner Panel in spares inventory require modification in order to make them compatible with the V-22 Ice Protection System. The modification of the spares inventory will mitigate any supportability issues that could come about if any MV-22/CV-22 configured aircraft with the Ice Protection System installed had a Pendulum Assembly and/or Spinner Panel fail while out in the fleet. This requirement will be procured in accordance with FAR Part 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. Bell-Boeing is the sole designer, developer, and manufacturer of the V-22 Tiltrotor aircraft and is the only known source that possesses the requisite knowledge and expertise required to perform this effort. Additionally, Bell-Boeing is the only known source that possesses the engineering data, technical skills and requisite knowledge of the design, fabrication, performance, operation, and maintenance and support characteristics of this component.
