- NAICS: 924110 (Administration of Air and Water Resource and Solid Waste Management Programs) PSC: F103 (Environmental Systems Protection - Water Quality Support) Proposed Vendor: Partnership for the Delaware Estuary; Duns# 122823730 Synopsis: THIS IS NOT A REQUEST FOR COMPETITIVE QUOTES. This is a notice of intent to award a sole source purchase order under Federal Acquisition Regulation Part 13.106-1(b). The Environmental Protection Agency (EPA), Office of Monitoring and Assessment was awarded funding for its research on characterizing and assessing the concentrations of dissolved and total nutrients and chlorophyll in the surficial and mi-thermocline waters of the Delaware Estuary. As a result, the EPA requires a contractor to collect samples for analysis in the Delaware Bay. This effort will cover a tentative period of performance of Date of Award plus one year. EPA intends to award a sole source purchase order to Partnership for the Delaware Estuary located at 110 South Poplar Street, Suite 202 Wilmington, DE 19801. This requirement is to collect seawater samples in the Delaware Bay for EPA determination of nutrient relationships with chlorophyll a (blooms), dissolved oxygen, suspended solids, carbo nate chemistry, and benthic communities. On or before September 30, 214, the contractor shall provide a summary report describing the completed field sampling and any quality control issues encountered. Partnership for the Delaware Estuary is the only company that has a unique on-the-ground knowledge of the estuary, its sampling challenges, bathymetry, habitat distribution, weather and surf conditions necessary for sampling, and the interaction of sampling activities with the navigational hazards in the area where the work is to be performed. EPA knows of no other capable vendor who can satisfy this requirement; because of the narrow seasonal sampling window, logistics need to be planned and handled accordingly. Any interested vendors that believe they can satisfy this requirement, may submit their capabilities, qualifications and product literature fully supporting that their product meets all of the specifications contained in Attachment 1_SOW by e-mail to Christie Deskiew icz no later than 10:00 a.m. EDT, on April 30, 2014. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
