- PRESOLICITATION NOTICE A service contract for POPLAR ISLAND - CELL 3A & 3C WETLAND PLANTING TALBOT COUNTY, MARYLAND The U.S. Army Corps of Engineers (USACE, Baltimore District) plans to issue a Request for Proposal (RFP) to furnish all labor, materials, supplies and equipment Poplar Island. The purpose for this contract is to complete two wetland cells 3A & 3C that will attract endangered species of birds, fish, turtles and other animals. The project consists of the installation of wetland plants to cover 111 acres. Poplar Island is a cost shared civil works project between the Corps of Engineers and the Maryland Port Administration. The project is located on Poplar Island, within the Chesapeake Bay, approximately 20 minutes by boat from Tilghman Island, Maryland. Poplar Island is a Civil Works construction project that started in 1999 and is currently projected for completion in 2034. Poplar Island's mission has a dual purpose of providing a safe haven for endangered species as well as providing a placement site for the approved EPA CLEAN dredged materials from approved shipping channels in the Chesapeake Bay. This contract is an essential element to the overall construction project and will complete two wetland cells 3A (55 acres) and 3C (56 Acres) by planting a variety of over 380,000 wetland plants over 111 Acres. All the work in this contract will be on Poplar Island. All utilities, transportation and anything else needed to complete the contract are the responsibility of the contractor. This contract will complete the final step in the creation of the two wetland cells, cells 3A and 3C. Upon completion, the wetland cells will attract endangered species of birds, fish, turtles and other animals. This procurement will result in a firm fixed price, Lowest Price Technically Acceptable procurement. This project will be Set-Aside for small businesses. The NAICS Code is 561730 and Standard Size $7.0. The solicitation will be available on or about 24 April 2014. The solicitation will be provided in an electronic format, free of charge, to all authenticated account holders of: Army Single Face (ASFI) https://acquisition.army.mil/asfi/registered/fedbizopps, Federal Business Opportunities (FBO) System.
