- This is a Notice of Intent for commercial items prepared in accordance with the format in Subpart 12.6 and FAR Part 13, Simplified Acquisitions Procedures. This a announcement constitutes the only solicitation; quotations are not being requested and a written solicitation will not be issued. The announcement number for this acquisition is NIH-OLAO-OD3-NOI3325766 and is being issued under the authority of FAR Subpart 5.101 under the conditions as described in 6.302-1, 10 U.S.C. 2304 (c)(1) Only one responsible source and no other supplies or services will satisfy agency requirements. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-72. This acquisition is not a small business set-aside. The associated North American Industry Classification System (NAICS) Code is 541711, which has an employee size standard of 500. The National Institutes of Health, Office of the Director, Office of Logistics and Acquisition Operations, on the behalf of the National Institutes on Deafness and Other Communication Disorders intends to procure a sole source basis from Illumina Inc., to purchase bulk reagents consumed on the HiSeq1000 DNA sequence. 1)Quantity of 11 each-TruSeq PE Cluster Kit v3 - cBot - HS each provides kitted reagents for PE cluster generation using cBot on flow cell v3 - supports TruSeq multiplexing on HiSeq platforms, 2)Quantity of 11each-TruSeq Dual Index Sequencing Primer Kits, Paired End each provides Sequencing primer mix for Illumina Nextera libraries and to support dual index sequencing. Contains: Read 1 Primer Mix, Read 2 Primer, Index read primers, sequencing primers with sufficient reagents for processing a single flow cell to use with HiSeq 1000/2000, HiScanSQ, and Genome Analyzer, and 3)Quantity of 11 each-TruSeq SBS Kit v3 - HS (200-cycles) each provides kitted reagents for up to 209 cycles of sequencing on the HiSeq sequencing system. The Section of Human Genomics within NIDCD is focused on discovering the causes of hearing loss. Using large families with many cases of this disorder, we perform genetic linkage and gene discovery in order to identify new genes that cause deafness. Without these reagents the NIDCD could not operate the HiSeq1000 instrument and complete large scale projects in whole-exome sequencing to identify genes causing deafness and stuttering. Thus, we need to sequence these genes using the HiSeq1000 platform recently purchased by the Institute. This is a fixed price contract and the FOB term is Origin and Payment Net 30 days. In order to be considered for an award, an offeror must have completed the online electronic Representations and Certifications located at http://www.sam.gov/ in accordance with FAR 4.1201(a). By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the SAM at www.sam.gov prior to award during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation. [Note: Lack of registration in the SAM will make an offeror ineligible for award]. This notice of intent is not a request for competitive quotations; however, the Government will consider responses submitted. Responses must be submitted no later than 9:00 AM Eastern Standard Time (EST), April 23, 2014 to Shirlene Smith at NIH/OD/OLAO/OA Simplified Acquisitions - Branch 3. Only emailed submissions will be accepted at ssmith@od.nih.gov. All information furnished must be in writing and must contain sufficient detail to allow the government to determine if it can meet the above specifications described herein. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
